Conversation between electoral systems: Bolivia and Colombia

Resumen
En este trabajo busco realizar una comparación entre el sistema electoral boliviano y colombiano, en el órgano legislativo. El análisis busca, a partir del criterio de evaluación de la representación, resaltar los aspectos más importantes de la dimensión de la fórmula electoral de ambos casos con el fin de proponer posibles reformas al sistema electoral colombiano. Considero aspectos como la representación de mujeres, la fórmula electoral, índices de desproporcionalidad y la reforma propuesta por la Misión Especial Electoral (MEE). La implementación del voto obligatorio lo planteo como un mecanismo que puede promover una mayor participación electoral y mejorar la representación política de algunos sectores sociales. Del mismo modo, una reducción en el umbral electoral podría mejorar los índices de representación y participación política. Finalmente, las listas tipo cremallera plantean un escenario en el que la posibilidad de paridad se convierte en una realidad más próxima para los sistemas electorales.
In this paper I seek to make a comparison between the Bolivian and Colombian electoral systems in the legislative body. The analysis seeks, based on the criterion of representation evaluation, to highlight the most important aspects of the dimension of the electoral formula in both cases in order to propose possible reforms to the Colombian electoral system. I consider aspects such as the representation of women, the electoral formula, disproportionality indexes and the reform proposed by the Special Electoral Mission (MEE). I consider the implementation of mandatory voting as a mechanism that can promote greater electoral participation and improve the political representation of some social sectors. Similarly, a reduction in the electoral threshold could improve the rates of representation and political participation. Finally, the zipper type lists pose a scenario in which the possibility of parity becomes a closer reality for electoral systems.
