Condiciones básicas de integración y articulación para una red integrada de servicios en salud en la ciudad de Medellín
Abstract
Esta investigación utiliza como herramienta principal una encuesta a directivos y usuarios para determinar las condiciones y parámetros básicos a tener en cuenta en el montaje de una red de servicios integrados de salud. Los resultados obtenidos muestran que la red debe ser configurada entre no más de cinco instituciones prestadoras de salud y menos de 200.000 usuarios; atendiendo necesidades insatisfechas de la población en términos de acceso, pertinencia, seguridad y oportunidad. La calidad de la prestación y la eficiencia operativa deben ser la hoja de ruta para determinar los objetivos óptimos de desempeño; en consecuencia, la distribución de los excedentes financieros de la red. Los modelos de contratación varían entre niveles de complejidad y deben ser resueltos antes de la configuración de la red.
Abstract
This research uses a poll to administrative personal and patients as the main tool to stablish the basic conditions and parameters to take in consideration during the assembly of an Integrated Health Service Network. The results obtained show that the Network must have no more than 5 health providers institutions and less than 200.000 patients affiliated; this network should attend the unfulfilled needs of the population in terms of access, pertinency, security and opportunity. The quality of the service and the operative efficiency must become the roadmap to determine the optimal objectives of performance and in consequence the distribution of the financial surplus of the network. The models of contracts vary among the different levels of complexity and have to be resolved before the initial configuration of the network.
