    Labor Informality: Choice or Sign of Segmentation? A Quantile Regression Approach at the Regional Level for Colombia

    The labor market in developing countries is remarkably heterogeneous, with a small productive formal sector characterized by high wages and attractive employment conditions, and a large informal sector characterized by low productivity and volatile wages. The informal sector is particularly diverse. In this paper, we examine the heterogeneity of the informal sector at the regional level in Colombia. In general, our findings suggest that both voluntary and involuntary informal employment co-exist by choice and as a consequence of labor market segmentation. We also find that there are striking differences in labor market characteristics across cities, particularly with respect to informal employment.

    Labor outsourcing: between efficiency and social equity

    Production models have changed considerably from a paradigm based in internalize as many processes and business activities to models based in subcontracting or outsourcing, where companies engage only what is commonly called as ``the core'' business. Outsourcing or subcontracting is usually positive to produce the so-called ``market exchange efficiency'', however, it can also be a vehicle for lack of minimum labor standards. Colombia's labor market has not been immune to this phenomenon. The abuse of these mechanisms have generated strong measures to restrict any practice of outsourcing or subcontracting, including those that seem rational or efficient. The goal of this paper is to identify how production models have turned to an outsourced model in Colombia as an expression of labor flexibility demands; which institutional mechanisms have been used (or abused) to apply that model into human resource provision and how efficient result the strategies that restrict this model.

    Procesamiento de lenguaje natural en el sector de BPO en Colombia

    One of the most important fields of artificial intelligence in recent years is natural language processing. This article explains its operation and a cost analysis using GPT-3, one of the most important AIs. In addition, based on data on working conditions, the possible effects on the Colombian labor market, specifically the Bussines Process Outsourcing (BPO) sector, are studied. Finally, it is found that the profitability of migrating to the automation of these activities is high and, in addition, the government provides incentives for change. However, the labour market is not prepared to absorb the impact, so it is important that the Ministry of ICT and the Ministry of Education work together so that automation is not a problem in the future of social welfare.

    Rationing of Formal Sector Jobs and Informality: The Colombian Case

    We analyse the factors that affect the decision to find employment in the formal or informal sectors taking into account the fact that there is a rationing of formal sector jobs and hence a job queue to enter that sector. Using data from Colombia, we confirm that formal job rationing does exist and that it affects around 62 per cent of the workers that find themselves in the informal labour market. Further factors determining actively seeking formal employment include personal traits, the characteristics of human capital and of the household and the wage premiums associated with working in the formal sector.
