At the same time, it addresses the main barriers for people from lower socio-economic strata to access education and the causes of school dropout. An empirical inquiry with actors of the higher education system revealed the characteristics which make it a study case susceptible of intervention, which added to other factors such as lack of institutionality, breed other social problems in that municipality such as poverty, violence, unemployment, insecurity, among others.
