    In 2018, through resolution 015, the CREG Energy and Gas Regulation Commission published the most recent methodology for the remuneration of the electric power transmission activity in the country, which allows each transmitter to receive income from the use of their networks. This transmission fee must be paid by the users through rate allowing the transmitter to recover the investment, obtaining profitability and covering the expenses associated with the operation and maintenance of the said infrastructure. This remuneration methodology motivates the resources optimization by the transmitter, placing the investment costs and the rate recognition on a balance, which will financially make viable the projects that are applicable to this methodology, in particular those included in the development plan carried out by the UPME Energy Mining Planning Unit. For this reason, it is to propose a guide for the optimization of the costs associated with the construction of EPM energy substations, which allows, from the stage of the project formulation, the balance between investment and remuneration, as well as the use of alternatives that reduce the construction costs.
