In this endeavor, direct action by the entity is often unfeasible, necessitating collaboration with other actors through public contracts that encompass the planning, delegation, and oversight of contractual objectives. Typically, planning emphasizes immediate concerns—implementing national policies, complying with legal mandates, delivering outputs, and ensuring the provision of contracted services or products. However, impact evaluation is seldom integrated into the initial phases of the process, hindering the assessment of whether the inherent goals of the strategies prompting intervention have been achieved or require redirection. In the health sector, there is a significant social responsibility toward beneficiaries of strategies aimed at realizing the right to health. Interventions focused on preventing and mitigating risks and harms associated with psychoactive substance use can facilitate access to services, promote more dignified living conditions, and guarantee the enjoyment of health. Listening Centers represent a strategic initiative in this context. This research proposes a methodology for evaluating their social impact, as implemented by the Medellín Health Secretariat.
