Within the legal framework and the various instruments or mechanisms that are available at the public policy level for the management and intervention on this type of road, until now, the departmental administration and the municipalities have used, mainly, inter-administrative agreements. However, in July 2022, before taking office, the current president of the country, Gustavo Petro, proposed to grant the Community Action Boards -JAC- powers for contracting in relation to tertiary roads through solidarity agreements. This proposal has already been launched under the “Community Paths for Total Peace” program. That is why this degree work seeks, through a qualitative case study, based on documentary research to collect, examine and systematize basically bibliographic information, and also based on interviews with both public sector personnel responsible for management of these pathways as diverse experts, seeks to analyze and answer the question that arises as to what would be the feasibility, implications and the public policy process necessary to carry it out. According to the answers obtained, contrasted and systematized, the study concludes, mainly, that although the presidents of the Boards and from the official governmental instances see it as legally viable, the mayors, for their part, in general, think that, today, legally, it is not possible due to the legal limitations that the JACs can handle in terms of amount and because of their contracting capacity, which makes it necessary to expand the range of resources to be managed. Politically, in what they consider something in the long term, they affirm that, in addition, a process of strengthening the JACs is required legally, organizationally, administratively and technically, an aspect in which they all agree. This new public policy program involves and commits diverse and disparate political actors, in a transversal manner, with a wide difference between the comprehensive vision, knowledge, degree of training and action in the political sphere, for which it is recommended that When developing it, this new government public policy program considers multiple aspects, so that not only in its conception and institutional design, but also in its execution, there is a coordinated, coherent and cohesive multilevel structure of human, financial, logistical, technical, technological and human.Ítem Asset management of railway systems considering the track-vehicle interface(Universidad EAFIT, 2024) Araque Argüelles, Diego Alonso; Castañeda Heredia, Leonel FranciscoÍtem Better or worse job accessibility? We propose a methodology to calculate spatial mismatch and assess its evolution over time in presence of incomplete data, using a combination of reported travel times from origin-destination surveys and estimated travel time data from mapping applications. We use data from Medellín, Colombia, from 2012 to 2017, to measure accessibility using employment weighted by travel times. We find that despite the continuous investment in public transportation and transport infrastructure, spatial mismatch in Medellín has increased, and it is considerably larger for job seekers and workers using public transport compared to those using private transport.Ítem Caja única como estrategia para las empresas de transporte público : caso de la empresa Cootrasana(Universidad EAFIT, 2020) Zuluaga García, Juan David; Medina Arango, Oscar Eduardo; Uribe de Correa, Beatriz AmparoThis research aims to analyze a successful cases in the Aburrá Valley, of companies that provide urban public transport service, specifically, the company Cootrasana, which implemented a management system called Unified Box. Through the collection of primary information, semi-structured surveys, and secondary information like financial statements of Cootrasana company that includes the period 2000 and 2007, the implementation of the Unified Box is described and the benefits are shown. The Cootrasana company demonstrated that it is possible to reorganize companies and move from an affiliate model to a model where the fleet is fully managed, orienting the business model to improve the service provided to the population that uses the service. The study was developed from a methodological design of descriptive type and with a quantitative approach. More than 10 years ago, the company has been making a market opening process towards Latin American market exporting his products to different countries. The market in which company operates, forces it to be in motion and to keep improving his processes, products, and services, and despite that during last years the company has reached the successful development of many objectives and projects, nowadays the number of simultaneous needs that the company must solve, are requiring that de company review, adjust, standardize, and centralize his Project Managment process. This document describes the design process of the Busscar de Colombia S.A.S. PMO, that will promote and improve the standardized and centralized Project Managment culture to all company departments, improving his whole administration. In this study, a general diagnosis will be carried out to determine the maturity status of the company in terms of project management, an appropriate methodology will be established to the needs of the business and will define the roadmap for the implementation of a PMO that allow to establish standards, controls and strategies that guarantee the health of the projects that are developed within the company.Ítem Dynamic analysis methods for motorcycle architecture evaluation : hybridization kit development(Universidad EAFIT, 2020) Polanía Restrepo, Simón; Osorio Gómez, GilbertoIn the field of renewable, clean, and highly efficient transport, different hybrid and electrical solutions have emerged to mitigate the environmental impact. Specifically for the motorcycle segment, most of the available solutions are 100% electric and oriented to replace to a large extent the existing fleet, giving way to new areas of research focused on conversion and hybridization. This initiative of development of a hybridization kit for a motorcycle with manual transmission seeks to promote these new emerging technologies by solving the technological problem that affects them. The effort is related to explore the viability of the technology through the development and research of the main systems (Energy Storage System (ESS), Power-train System (PTS), Control System(CS))of the hybridization kit. However, there is no evidence of a proper product development Socessora method for assessing the impact of modifications on the dynamic of the vehicle. Therefore, this document presents a research process focused on the definition of a dynamic analysis method by designing a hybridization kit for a motorcycle to evaluate a product architecture that respects the stability and maneuverability ranges. Two case studies were developed through VDI guideline 2206. The method is implemented in stages of requirements definition to obtain relevant information through a reverse engineering process and in stages of detailed design to evaluate the stability of the modified motorcycle. The result is two different hybridization kit architectures that meet the stability analysis and could become a solution to the environmental problem generated by this segment.Ítem Efectos de las intervenciones en transporte público en el mercado inmobiliario : el caso del tranvía de Ayacucho-Medellín(Universidad EAFIT, 2021) Flórez Cano, Lina María; Cardona Aguilar, Juan Sebastián; Muñoz Mora, Juan CarlosThe Ayacucho tramway is one of the most recent transportation infrastructure in Medellín. This study has a review of the mechanisms that, according to the academic literature, cause changes in the supply or demand of agents in the real estate market, after the provision of transportation infrastructure. In addition, a hedonic prices model is estimated to determine the effects caused by the tramway in its areas of influence in commune nine of Medellín, Buenos aires. To achieve these objectives, the concept of vehicle safety was defined, the international regulations applicable to the subject were reviewed, different legal frameworks were analyzed, and the form and content of the current regulatory framework in Colombia were studied. As a result, it was observed that this regulatory framework is deficient, and from there, some reasons that explain this deficiency were identified. In this sense, possible reasons were developed, such as: (i) lack of political will, (ii) industrial lobbying, and (iii) market phenomena. Throughout the study, it was identified that Colombia has undertaken some initiatives to correct this situation, of which the most relevant so far is the ratification of one of the WP.29 agreements. This company will provide the following transport services: road freight, wholesaler, and store to store. The following studies were developed: a study of the environment and the sector through the Pestel method, market study, technical, administrative, financial, legal study, and finally a financial evaluation. In the last one, possible scenarios and financing alternatives were used, in order to conclude the pre-feasibility of the creation of the company Boxcarga. With the development of the project, it is also intended to give knowledge to society about the transport sector. Also, on how it will be in the medium term, the projections of the sector and in the long term about the vehicle fleet. Additionally, data were included, such as the country's logistics capacity and the Government's method to improve said indicator. Additionally, the work presents a measurement of transport costs and the increase they have had in the 2017-2018 period in Wire Mesh Corporation (WMC), reviewing figures, statistical data, reports of the transport industry and the drivers which have led to companies that offer transportation services to drastically increase their rates due to the lack of drivers and the changes in the contractual conditions they must offer in the labor market to attract new ones. Another of the analysis developed in this paper shows the regions of origin of the goods, the relationship of truck loads and the impact on transport costs that Wire Mesh Corporation (WMC) has suffered due to the lack of trucks. In reference to the theoretical framework of this paper, the concept of costs and how these have affected the gross profit margin of Wire Mesh Corporation (WMC) are explained. Finally, it is important to advise that this paper is based on real and recent figures on the economy and the legal framework of transport in the United States to assess the impact of transportation costs on a real sector company over time. Thus, it is expected that with this document the sales and financial departments of Wire Mesh Corporation (WMC) will be able to make decisions based on actual transportation costs.
