    Estudio de prefactibilidad para la creación de un programa de formación, capacitación e implementación de mano de obra para la confección, dirigido a la población carcelaria del Estado colombiano

    The present work evaluates the prefeasibility of a training and capacity-building program in garment manufacturing aimed at the prison population in Colombia, as a response to the penitentiary crisis characterized by overcrowding and high criminal recidivism currently experienced in the country. The proposal aims to equip inmates with productive skills, improving their quality of life during incarceration and facilitating their labor and social reintegration upon completing their sentences. The study employs the United Nations Industrial Development Organization (UNIDO) project methodology, which addresses the technical, economic, social, organizational, and market aspects of the project. Additionally, the proposal suggests using the textile industry, a key sector in the Colombian economy, as the driving force behind this resocialization initiative, leveraging its capacity to generate employment and promote productivity. The social impact of the program is twofold: on the one hand, it contributes to reducing criminal recidivism by providing inmates with tools for their future, and on the other hand, it strengthens the social fabric by creating a closer connection between the productive sector and corporate social responsibility. The prefeasibility study results indicate that the program is technically and economically viable, and its implementation could generate benefits not only for the inmates but also for society at large by aligning with the resocialization and productivity policies of the Colombian State.
