Publicación Estándares de seguridad vehicular en Colombia : ¿es deficiente el marco regulatorio vigente? ¿por qué?(Universidad EAFIT, 2023) Bernal Vélez, Juan José; Murillo Caballero, Santiago; Vélez Villegas, Juan EstebanThe purpose of this study is to determine whether the current vehicle safety regulatory framework in Colombia is deficient or not, and if so, to identify the reasons that explain this deficiency. To achieve these objectives, the concept of vehicle safety was defined, the international regulations applicable to the subject were reviewed, different legal frameworks were analyzed, and the form and content of the current regulatory framework in Colombia were studied. As a result, it was observed that this regulatory framework is deficient, and from there, some reasons that explain this deficiency were identified. In this sense, possible reasons were developed, such as: (i) lack of political will, (ii) industrial lobbying, and (iii) market phenomena. Throughout the study, it was identified that Colombia has undertaken some initiatives to correct this situation, of which the most relevant so far is the ratification of one of the WP.29 agreements. However, there is still a long way to go to ensure that vehicle safety regulation in Colombia contributes to achieving the goals of reducing road accidents set by the international community.Publicación Estudio de prefactibilidad para la construcción de una terminal de transporte terrestre en el municipio de Amaga a través de una Asociación Pública-Privada (APP)(Universidad EAFIT, 2025) Sampedro Herrera, Leandro; Gómez Salazar, Elkin ArcesioIn Colombia, the Political Constitution of 1991, under Article 311, establishes that “municipalities are the fundamental entities of the State’s political-administrative division; they are responsible for providing the public services determined by law, building the projects required for local progress, and managing territorial development…” (Republic of Colombia, 1991). This framework creates significant administrative, financial, and political challenges for municipalities as they strive to promote and carry out their various initiatives. The dynamics and needs of each municipality are unique, and every elected government seeks to contribute to the common good. However, municipal budgets are not sufficient to cover the needs of all residents—Amagá is no exception. According to DANE, the municipality reported a multidimensional poverty rate of 22.9% in 2024 (DANE, 2025). Currently, Amagá faces a critical challenge in road infrastructure, particularly due to the absence of a ground transportation terminal that could bring together all public transportation companies. At present, these operators carry out their activities in the town’s main square, resulting in the loss of public space and creating ongoing risks for all road users. In this context, one proposed solution is the construction of a ground transportation terminal in Amagá financed through a public-private partnership (PPP), which “is a mechanism that allows the private sector to participate in providing public goods and services linked to infrastructure” (DNP, 2013). The manual covers several aspects to take into account when conceiving an urban road, but focuses mainly on geometric design. This manual is presented in a clear and concise way, without leaving aside the technical, so that it is easier to access and interpret for various users.
