    In cement manufacturing, reliability management is commonly structured around maintenance-centered approaches such as Reliability Centered Maintenance (RCM) and Total Productive Maintenance (TPM). While these methodologies provide systematic tools for maintenance planning, the formal role of maintenance and production functions in reliability governance is often limited or insufficiently integrated. This study proposes a Reliability Centered Operation (RCO) methodology aimed at integrating maintenance and production functions within a shared continuous improvement framework, establishing coordinated decision-making routines and aligned performance indicators. The research was conducted in a Colombian cement plant through four stages: literature review of reliability methodologies, diagnosis of Overall Equipment Effectiveness (OEE) as a baseline, design of the RCO methodology, and pilot implementation in selected critical equipment systems. The initial assessment, established on a three-year baseline (2022–2024), identified an average OEE of 72.49% in four pilot systems, associated with a predominantly corrective asset management strategy. Following the implementation of the methodology and after an evaluation period in the year 2025, these same pilot systems reached an average OEE of 82.15%. The findings suggest that a structured integration between maintenance and production functions can contribute to measurable improvements in equipment efficiency within cement operations.
