This with the purpose of standardizing and strengthening project management in the organization, in terms of its main economic activity, optimizing its project execution processes and thus achieving greater satisfaction among its customers and more precise quality control. Currently, ARGOVAL SAS operates without a formal project management office. Instead, it concentrates all operational responsibilities in one project manager, leaving execution in the hands of various coordinators. This organizational model leads to unstructured decision-making, where each individual acts, according to his or her own judgment and discretion. This lack of standardization has led to the need to create a PMO that centralizes best practices and provides an accurate and defined system for project management. The master's degree project proposes the implementation of a Project Management Office (PMO) in the company ARGOVAL SAS, with the aim of improving the management of its industrial projects. Currently, the organization lacks defined standards and procedures, which has impacted the quality of project delivery and sometimes customer losses. The lack of a centralized structure for project management has led to improvised decisions and disjointed execution. In addition, it will expose the reasons that from the constitutional point of view demand and make imperative the need to implement alternative measures for the fulfillment of their sentences, in order to guarantee the fulfillment of fundamental rights that are violated in Colombian prison facilities given the situation of overcrowding in which they find themselves, thus attending to the constitutional mandate stipulated in article 13 of the Political Constitution of Colombia. The unconstitutional state of affairs in Colombian prisons, declared repeatedly by the Constitutional Court, has enormous repercussions and is extremely serious because it affects the fundamental rights of the people confined there and those of their families, but also puts into risk public health, public order and completely distances the State from the fulfillment of its essential purposes and the principles on which, among them, respect for human dignity is founded. Effective management of these risks is crucial to maximizing potential benefits and improving business performance. The main objective was to evaluate how resource and capability theory can optimize strategic risk management. To achieve this purpose, a qualitative, descriptive and exploratory study was carried out. Various documentary sources were analyzed and complemented with fieldwork that included interviews with senior managers and risk management managers in companies in the Aburrá Valley. This allowed us to identify how the allocation of resources and capabilities contributes to improving strategic risk management in the organizations studied. The findings of this study not only contribute to enriching the theory on strategic risk management, but also suggest new directions for future academic research. In addition, they promote the practical application of this knowledge within companies, facilitating its integration and effective use in the business field.
