To this effect, the main antecedents of the mentioned instrument are presented; where its context and essential characteristics are analyzed. Then, the role of young people in public agendas at local, national, and international levels are examined. Successively, the objectives of this research are described. Subsequently, the theoretical framework is developed; It contains two categories of analysis: the process of implementation of public policies and the top-down approach to application. Ultimately, the results obtained from the fieldwork and the theories that guide this research are exhibited, presenting the level of compliance and the purposes achieved by the local government concerning the public policy analyzed.Ítem Bipolarity of mobility policies at Aburrá Valley(Universidad EAFIT, 2020-10) Tobón Jaramillo, Viviana; Universidad Externado de ColombiaMedellín and the Aburrá Valley are internationally recognized for their capacity to design bold projects regarding transportation and sustainability. However, the city's mobility dynamics show a different reality: the number of vehicles has grown steadily over the last 20 years. The metropolitan inhabitants spend 44% more time mobilizing in the city than 12 years ago and air quality has become the main challenge on the city's environmental agenda. The purpose of this article is to understand, from the analysis of public policies, the reasons why no progress has been made in the implementation of policies that effectively discourage the use of private vehicles in the Aburrá Valley. Through the analysis of the demand management instruments enforced between 1999 and 2019, it is concluded that mobility policies produce contradictory effects with each other: they systematically avoid the restriction and disincentives to the use of automobiles and motorcycles and focusing predominantly on the expansion of road infrastructure. The implementation process will be the main matter in this paper, emphasising on the public intervention instruments established by governmental entities during the plannig stage of a public politic. For this aim, the case taken into account was “Política Pública de Discapacidad e Inclusión Social (PPDIS)” from Envigado (Colombia) for the period 2015 – 2018. Hence, both top-down and bottom-up approaches have been analyzed, through which the implementation processes are described, as well as the transition between objectives and proposed programs has been intended. As a conclusion, a public politic characterized by the ambiguity in the definition of objectives and instruments, and planned under civic participation processes, should respond to implementation models as bottom-up, in which the influence of social actors or bureaucrats that took part in the formulation stage is better. On the contrary, a public politic characterized by having objectives and instruments clearly stablished, and by low leves of politic conflict or discretion, it is possible to be implemented under top-down environments where the actions are coherent with the purposes and initial indicators aimed by the politic.Ítem Diagnóstico del potencial natural y cultural de El Carmen de Viboral : una mirada al Plan Local de Turismo (2016-2025) desde el rol desempeñado por los actores del sector público(Universidad EAFIT, 2021) Gómez Ramírez, Hugo Fernando; Cuadros Londoño, Sebastián Andrés; Escobar Villegas, Juan CamiloGiven the evident scarcity of non-renewable natural resources, the different municipalities of the department and the country have found it necessary to bet on the consolidation of sustainable productive activities, among which tourism stands out. One of these municipalities has been El Carmen de Viboral, a territorial entity that is working on the scheduling and construction of authority and planning instruments that help tourism emerge as the main dynamizer of the local economy. For this, of course, it has been necessary to start from the recognition of a series of limitations that have slowed down this progress, such as, for example, the issue of political wills, the little appropriation of the territory that is evident in the inhabitants and the insufficient implementation of the instruments existing. Un análisis de la dimensión económica(Universidad EAFIT, 2023) Vásquez Pulgarín, Natalia; Atuesta Becerra, Laura HelenaThe evaluation of the public policy for inclusion, equity and guarantee of rights for women in the municipality of Itagüí 2015-2025, seeks to generate an assessment of the progress in the implementation of the policy, in order to determine its effectiveness, coherence between the design and implementation, and whether it has produced the expected social changes in terms of the situation of the women of Itagüí, delving into the economic dimension. As conceptual references in carrying out this study, the Model for the Analysis and Design of Public Policies -MADPP of the EAFIT University is mainly used, which in turn uses the sequential approach, which allows the process of public policies to be disaggregated and centered the study at a specific stage or moment of these, and is carried out through a qualitative methodology with an interpretive approach, which focuses the analysis on the information available from the execution of programs, projects, actions and resources framed in the policy, specifically in the line of economic autonomy, and is compared with information obtained from primary sources. Among the findings, it is found that, despite the fact that there have been institutional transformations in the administrative structure to manage gender issues, public policy fails to implement what was planned in its affirmative actions, both due to the number of actions that do not materialize in indicators, activities and resources in the project through which the implementation occurs, as well as the absence of a logical framework that explains the theory of change that is desired when transforming the objectives into desired results and/or impacts, which is observed as implementation gaps.Ítem Externalización y falla de implementación de política : el caso del Plan de Ordenamiento Social de la Propiedad Rural en el municipio de Cáceres, Antioquia(Universidad EAFIT, 2023) Gómez Yepes, Raul Hernando; Leyva Botero, SantiagoÍtem El fútbol como herramienta para la transformación social en Colombia : análisis de la implementación de la política pública “Plan Decenal de Seguridad, Comodidad y Convivencia en Fútbol”, influencia de la coordinación de diversos niveles de gobierno y otros actores en el caso Medellín(Universidad EAFIT, 2019) Buitrago Giraldo, Wilson Alirio; Ramos Villa, María Eugenia;42885629Football as a sport and as a social phenomenon has significant positive and negative potential. The Colombian Government has sought to regulate it through the creation of several rules and public policies, among which the most relevant is the Ten-Year Plan for Security and Coexistence in Football, since it seeks to serve as a framework for the others. The Ten-Year Plan, defines football as a tool of social transformation to promote social cohesion, coexistence and peace. Since its enactment in 2014, actions have been taken to implement the Ten-Year Plan; it is a public policy promoted from the central level but its effective implementation depends on the actions of local authorities, and takes relevance the concept of coordination, as harmonious and coherent action of the institutions at different levels for the achievement of a common goal. The objective of the investigation is to identify the influence of the coordination of the different levels of government and other actors in the implementation of the Ten-Year Plan for Safety, Comfort and Coexistence in Football 2014-2024 in Medellín. The conceptual axis is the coordination and implementation of public policies, through theoretical referents such as Luis Aguilar, Andrë-Noél Roth, Carlos Molina and Isabel Licha. Its importance is such that this research work investigates informality in the municipality of Girardota, department of Antioquia. In this sense, some of its most important causes and effects are established, which allows an approximate understanding of the complexity of this problem in this territory. Therefore, the main objective is to lay the foundations for the formulation of the public problem regarding the effects of informality on households in this municipality. To achieve this purpose, field work was carried out with four focus groups with people from the "Redes Solidarias" (Solidarity Networks) program in this locality., from which relevant information is extracted for the understanding of this problem, which in turn allows for an effective response to the phenomenon studied and makes it possible for people who carry out their economic activities informally to find instruments to formalise their productive projects.Ítem Lineamientos iniciales para una política pública que apalanque financieramente el agro colombiano(Universidad Eafit, 2020) Díez López, Simón; Saldarriaga Molina, Juan FelipeAgriculture is one of the most important economic activities in production chains and in the survival of its producers and the world´s population. However, the economic and social conditions of this sector in most emerging economies are not the appropriate ones, leading to the questioning of the public policies aimed to agriculture. In this paper, the approach to improve these situations is based on a greater financial leverage for producers, focusing exclusively on the Colombian case. The goal is to provide a new basis for agrarian policies in this specific area. The document contains a review of: the current regulations dedicated to the financial leverage of agriculture, the economic and social data of the sector, and an illustration of the actors’ (users and public policy makers) perspective through an indagatory instrument; so they are contrasted with the objective of obtaining new public guidelines related to financial support in agriculture. Based on this comparison, the proposal built here consists in a long-term public policy, focusing on nine scopes, where standout: financial education, government and banking accompaniment and agricultural insurance.Ítem Metodología para definir equipos de gestión de políticas públicas y regulatorias en el sector de Tecnologías de la Información y las Comunicaciones (TIC) en Colombia(Universidad EAFIT, 2022) Ruiz Guzmán, Carlos Humberto; Aguilar Barrientos, Sara CristinaPublic (civil) service in Colombia —and the ICT Sector is no exception— is characterized by fixed management periods, where different situations intervene in the arrival of leaders to management positions and team forming, dealing —among many other issues— with hiring rules and procedures for the enrollment of public servants. Although the management of public and regulatory policy in the ICT Sector depends to a large extent on the set of skills possessed by the people occupying management positions, a relevant factor —perhaps the most relevant— is to ensure success in the team forming process, where, in general, people with different profiles nurture public management with their training, experience and knowledge. The study will identify the variables that influence the volatility of energy prices on the stock exchange. Using an EWMA and GARCH model, the volatility of energy prices on the stock exchange will be calculated for the period from January 2015 to May 2024. Additionally, the correlation between the stock exchange energy price, the percentage of useful volume of the reservoirs, and thermal generation will be analyzed, with the aim of understanding how these conditions affect market risk in the electrical sector. The results obtained will contribute to the formulation of more effective strategies for risk management in the Colombian electrical market.Ítem The participation of the actors in the conception of international development projects. The case of a Canada - Colombia project(Universidad EAFIT, 2019-12-05) Navarro-Flores, Olga; Hernando Sánchez, Luis; Université du Québec à Montréal-UQÀMInternational Development Projects (IDPs) are initiatives that seek to promote development within a context of power asymmetry, multiple and diverse actors, and ambitious objectives. The project under study seeks to improve the living conditions of young people in a mining region in Colombia, through a twofold objective: ecological and social, and the objective is to analyze the participation of the actors in the design phase of the project, in order to deepen the understanding of their dynamics in that phase and within the project management. It is based on a socio-political perspective and mobilizes concepts such as the North-South partnership, the Actor Network Theory (ANT), and the interaction of global and local networks. Using analytical induction and abduction strategies, the analysis yields results that include two levels of participation, from the conception to the implementation of the project, thus contributing to achieving short- and long-term development goals.
