    Information technologies are increasingly present in different aspects of society. Health services are no strangers to this and with the passing of time, opportunities are significantly opening up to enhance their scope. Medical diagnosis is one of the most important medical services, provided by 19.43% of all entities that provide health services in Colombia (Ministry of Health and Social Protection, 2021). It is worth mentioning that the users of these services demand timely diagnostic approaches (D'Montijo, 2017) and with better tools, which mitigate avoidable deaths in the Colombian population (National Institute of Health, 2019, p. 145). Then, a pre-feasibility study is proposed, which allows evaluating the viability of an investment project for the creation of a startup that covers the needs of health providers and patients through medical telediagnosis services. This is proposed using the UNIDO methodology, which analyzes various aspects such as sectoral, technical, legal, organizational, financial (Sapag et al., 2014) and risks, using secondary sources. The objective of the study is to provide investors with the variables with a certain approximation, in a way that will allow them to determine the investments, operating costs and income demanded and generated by the project (Sapag et al., 2014). A relevant point is the analysis of the financial and risk study that will allow in depth or not in the studies, taking decisions and thus move on to the investment stage.
