Publicación Incidencia de los recursos del Sistema General de Regalías en las provincias administrativas y de planificación de Antioquia entre 2020 y 2024 : una revisión de su estructura organizacional, procesos de planeación y proyectos financiados(Universidad EAFIT, 2025) Posada Cardona, María Paula; Valencia Bedoya, Carlos Andrés; Ramos Villa, María EugeniaThis research evaluates the impact of the General System of Royalties (SGR) on five Administrative and Planning Provinces (PAP), Territorial Associative Schemes (EAT) in Antioquia, during the period 2020–2024: Cartama Province; Penderisco and Sinifaná Province; San Juan Province; Minero-Agroecological Province; and La Paz Province. Using a qualitative-interpretive approach that emphasizes territorial-institutional reflection, the study examines three core dimensions within the Provinces: their organizational structure, planning processes, and the types of projects financed with royalties. The findings will determine whether the SGR has strengthened municipal capacities for coordination and articulation, or whether it has confined them to operational and resource-management functions. The hypothesis argues that, although the SGR has expanded territorial financing opportunities, its implementation in Antioquia has not favored the PAPs nor significantly advanced their role as joint planning platforms, as originally envisioned in their institutional design. This study contributes to the debate on effective decentralization, territorial equity, and the strengthening of interjurisdictional collaboration in Colombia.
