In turn, the research topic focuses on the design problems of public policy on this type of plastic, taking the departments of Boyacá and Antioquia (Colombia) as case studies. The objective is to carry out a study of maximum qualitative similarity between two departments of Colombia, which allows evaluating the design of public policies on single-use plastics in each territory and comparing it. For this purpose, the Model for the analysis and design of public policies (MAPP) (Olaya, Leyva. 2022, EAFIT) was used. Then, the results of both departments were compared to answer the research question: What is the influence of the inclusion of a greater number of promoting coalitions (citizen participation) on the quality of the design of public policies on single-use plastics? Finally, the results suggest that the difference between the two public policies was mainly in the technical component, at the time of defining the public problem and the involvement of diverse coalitions in citizen participation.
