    Las capacidades municipales y su relación con la implementación de los programas de desarrollo con enfoque territorial

    This research analyzes whether there is an empirical relationship between the increased of the municipal capacities (measured through the municipal performance) and the leve of implementation of the PDET in Antioquia municipalities. The methodology focuses on the study of a case with a higher level of resource execution than the rest of municipalities of the Department of Antioquia, whence the key factors are traked with emphasis on the local states capacities, based on the inductive method. Researchs show how the municipality that showed a higher leve lof implementation increased the municipal performance measurement indicator, and glimpses other factors that contribute on the level of executions of projects that materialize the initiatives established on the municipal pacts. Therefore, it stablishes the order of the municipalities that during the period 2017-2019 improved their municipal performance (MDM in spanish), which maintained or deteriorated it, and enunciate the importance that represents for each post conflict stage that we are living, to properly implement the PDET in each of the prioritized municipalities.
