    This research is achieved through a qualitative methodological process of comparative case to solve that there is no fulfillment of the hypothesis raised, an analysis of the instruments of government in the public youth policy of Bogotá 2019-2030 is made taking into account the development plan of Bogotá 2020-2024, For this purpose, two phases are developed: a description of government instruments used in the public youth policy of Bogotá 2019-2030 in light of Vedung's typology, as well as a review of the development plan of Bogotá 2020-2024 to establish the links with lines, programs and projects aimed at the implementation of the public policy. According to Vedung's typology, the types of government instruments present in the analyzed variables are established, a process of participation with adolescents is carried out, from which it is obtained that there is a great feeling of dissatisfaction and trust on the part of the government, likewise a series of recommendations are made on the shortcomings that have been had to solve the conflicts in the education and employability sectors, Finally, the findings are discussed in order to determine that it is not enough to have public policies and development plans that are related, but to analyze the process of development and participation to ensure compliance.
