    Evaluación del ordenamiento territorial como habilitante para el desarrollo sostenible en la región de Urabá : articulación de instrumentos de planeación territorial con megaproyectos de infraestructura regional

    This research proposes a comparative evaluation methodology for territorial planning instruments to analyze their level of integration with mega-infrastructure projects such as Puerto Antioquia, Puerto Pisisí, the Mar 1 and Mar 2 highways, and potential binational logistics corridors. Using a mixed methods research approach, the study identifies gaps and potential in the urban and rural planning of municipalities, beginning with a pilot project in the Municipality of Apartadó. Apartadó was chosen as a strategic location within the territory where these mega-infrastructure projects are implemented due to its geographic location and the greater presence of public institutions and private service providers. The research proposes a traffic light-type monitoring tool to guide public policy and territorial investment decisions.
