Ítem Asignación presupuestal de ingresos y gastos y calidad de la educación en las instituciones educativas oficiales en Santiago de Cali, en los años 2016 al 2018(Universidad EAFIT, 2020) Lerma, Manuel Esteban; Ordóñez Castaño, Iván AndrésThis document presents an budget allocation of the income and expenditure and quality of education of the official educational institutions in the city of Cali, for the period between 2016 and 2018, taking into account the resources from the General System of Educational Participation for free education and the income and expenditure budget for the period of study, as part of the impact it has on the quality of education. In order to develop the evaluation of the income and expense budget, a consolidated list of the 91 official educational institutions in the city for the years 2016 to 2018 was made, as well as a consolidated list of the resources from the balance of own resources and free education for the years 2017 to 2019. The results of the budget of the income and expenditure budget allowed the identification of what and how the economic resources were budgeted by the official educational institutions in Cali and the impact of the budget on educational quality.Ítem Capital social comunitario y co-gobernanza : análisis centrado en personas de las experiencias del proyecto Sierra Productiva en los caseríos de Carnachique, Villa María y Mullamanday de La Libertad, Perú(Universidad EAFIT, 2018) Anaya Rosales, Rogger Holfre; Vargas Sáenz, Mario Enrique; Chueca Márquez, María MarcelaThis study is an applied research that seeks to analyze the experience of Sierra Productiva in La Libertad carried out between the years 2013-2014. The particularity of the Sierra Productiva project is the technological implementation in agricultural production that goes hand in hand with community strengthening and other empowerment processes that have been transforming the spaces of the various communities where it has been carried out. In this sense, the concepts of community social capital and people-centered co-governance are used to identify key factors that enhance the achievements that give sustainability to the project in the villages of Carnachique, Villa María and Mullamanday. To do this, the way in which community social capital and co-governance spaces are related is identified, the role of people as agents of change is analyzed within the project development perspective, and the experience and scopes achieved through the project's value generation proposal. Interviews and participatory dynamics of collective construction were applied to the key actors identified from the project experience. Likewise, an anecdotal record is made of the participant observation in each field trip. The purpose of using a qualitative methodology was to collect information to know the processes, learning, perceptions, attitudes and dynamics of the project from the people who were related to the experience. Finally, there is evidence that suggests that the social structure of the communities is transformed. There is an increase in the agency capacity of the people who participate in the project, they are more closely linked to public and political local spaces, there is a greater willingness to associate, and people assume the role of agents of change. Rural identity and land work is revalued assimilating technology, likewise, the generation of value, and the obtaining of well-being as paradigms of development. On the other hand, the sustainability of the Sierra Productiva project is discussed from the experience in La Libertad analyzed in this research. To this extent, the maintenance and use of technologies, the philosophy of being an agent of change, and the economic and empowerment benefits make people persist applying what they have learned in a sustainable way. However, there are new challenges for Sierra Productiva to enhance its transferability, which fall both on the management of the project after the financial funds end or the possible transformation to other execution figures as it would be in a social enterprise.Ítem El control fiscal al presupuesto participativo de Medellín : un abordaje desde los modelos de administración pública(Universidad EAFIT, 2020) Ramírez Trujillo, Julián; Franco Vargas, María Elena; Franco Vargas, María ElenaÍtem Hacia un modelo de asociatividad intra-zonal, para la gestión de Presupuesto Participativo, en el distrito de Medellín(Universidad EAFIT, 2024) Ovalle Mazo, Yuricza Ovalle; Ramos Villa, María EugeniaThis document is proposed as an approach to a model of intra-zonal associativity of urban character that outlines the guidelines for the development of an effective strategy in the execution of the resources of the Participatory Budget in the district of Medellin. This model takes as a reference the analysis of the intra-zonal problems of Zone 1, formed by the communes Popular, Santa Cruz, Manrique and Aranjuez, as well as their dynamics of citizen participation. The document starts from the fact that the Territorial Associative Schemes - EAT in force in Colombia and regulated by Law 1454 of 2011 are efficient in their operation for the solution of problems and/or the exploitation of advantages common to the members of the EAT.Ítem “Los niños y los jóvenes se acercan a la música” : una alternativa de desarrollo y bienestar social para el Municipio de Envigado, en riesgo de desaparecer(Universidad EAFIT, 2022) Gómez Ospina, Cristian Leandro; Patiño Zapata, Diana Marcela; Hoyos Salazar, Federico EduardoThis project analyzes whether the mechanism of "Prioritization of the Participatory Budget", as the main financing source of the program "Red de Escuelas de Música de Envigado,” is a generator of social welfare and development for the program´s groups of interest. It is based on the hypothesis that the mechanism does not contribute to the quality of the services provided through the program, nor to the generation of social welfare towards its primary interest groups, nor to its professional team. The analysis carried out is based on exploratory interviews, data obtained from the Administrative Department of Envigado and the “Red de Escuelas de Música of Envigado.” In addition, some quantitative and qualitative research instruments are used, such as semi-structured interviews and surveys, which are applied to the program´s professional team, its students, its families and to other actors of the public and social sectors with interference in the program. The results reflect that the Prioritization of the Participatory Budget is a mechanism that does generate well-being and development for its stakeholders, however, its structure makes the program processes unstable and tend to disappear over time, therefore, the viability of the program depends to a large extent on the community´s will or of the zonal committee’s execution routes. The foregoing, added to the inexistence of an administrative act that provides legal support to the program " Red de Escuelas de Música def Envigado´s " means that the welfare and social development processes are interrupted.Ítem El presupuesto participativo como mecanismo de respuesta a las demandas de desarrollo local en la Municipalidad Provincial de San Román - Juliaca(Universidad EAFIT, 2023) Barreda Rivera, Daisy Carla; Vargas Sáenz, Mario EnriqueÍtem El presupuesto participativo, la participación comunitaria y el capital social en Medellín(Universidad EAFIT, 2015) Mejía Martínez, Jorge Iván; Franco Vargas, María HelenaEn Medellín se han hecho importantes esfuerzos para incentivar la participación de la comunidad en la priorización y focalización de los recursos públicos, para construir más capital social al servicio del mejoramiento de las condiciones de existencia de los habitantes de la ciudad -- Mediante el Acuerdo Municipal Nro. 43 de 2007 se sentaron los fundamentos del Sistema de Planeación local y Presupuesto Participativo y se decidió que el 5% de los recursos de inversión anuales, sería asignado autónoma y libremente por la población participante en los programas y proyectos que atiendan las necesidades más sentidas -- En los primeros años del programa hubo una fuerte participación comunitaria en los diferentes espacios o escenarios del programa -- Pero según las últimas encuestas sobre la participación en Medellín, el número de pobladores y organizaciones sociales que se involucra en estos procesos en lugar de incrementarse, se reduce, muestra de que se puede estar perdiendo capital social -- El presente trabajo indagará por las causas sociales que afectan la participación comunitaria y el capital social en la ciudadÍtem Principios del gasto público y sentencias de las altas cortes que sancionan al Estado(Universidad EAFIT, 2021) Gómez Quintero, Felipe; Villegas Vélez, Juan Esteban
