    This document presents a guide for characterizing and managing international cooperation aimed at second-tier social organizations in Colombia. Its objective is to guide these organizations in identifying and managing international resources to contribute to territorial development. International Cooperation has been transformed and reinforced by multilateral initiatives such as the Istanbul Principles and the Sustainable Development Goals (SDGs) and has evolved to increasingly involve organized civil society, the private sector, and communities. In Colombia, cooperation has reached record numbers, although it faces challenges due to its classification as an upper-middle-income country and decisive foreign policy changes in traditionally cooperating states, which could reduce official assistance. The guide aims to help second-tier social organizations manage international resources by describing international cooperation guidelines and offering alternatives for resource management. Understanding that, due to their second-tier nature, management should not necessarily focus on specific funding searches but rather on a proactive organizational process of building valuable relationships with cooperating organizations, both official and non-official, with which common purposes are shared, and joint contributions are made to initiatives that maximize impact on territorial development and contribute to reducing inequalities
