    Governance is proposed as a mechanism of public participation where it allows the configuration of plans, programs and projects for the communities -- It also takes into account the proposals of the Stakehorldes within the interconnection with business and social groups in the circulation and development of activities in the territories -- For this, it is addressed elements on the administrative territorial organization of Cartama, the concept of governance for decision making and the role played by stakeholders in public participation, in order to develop governance in the province of Cartama -- The implementation of a differentiated and heterogeneous governance that understands the diversity of the territories and the collective needs are a compass so that the solutions that are formulated generate public progress from the democratic participation of the interested groups
