    Diseño de un observatorio ciudadano ambiental, con enfoque de gobernanza participativa para fortalecer la gestión integral de residuos sólidos en el municipio de Tauramena, Casanare

    This project addresses the structural weaknesses in integrated solid waste management in the municipality of Tauramena, Casanare, Colombia. Despite the existence of a formal waste collection system, low recovery rates (approximately 22%), the presence of 12 critical dumping sites, limited environmental awareness, and weak interinstitutional coordination reveal deficiencies in environmental governance. The central problem lies in the absence of a participatory mechanism capable of articulating stakeholders, generating reliable local data, and promoting shared responsibility in waste management. A qualitative research design with an exploratory-descriptive scope was adopted to understand social dynamics, perceptions, and institutional conditions influencing waste management practices. Data were collected through semi-structured interviews with key actors, including public officials, community leaders, recyclers, waste generators, and representatives from the education sector. Direct field observation and a comparative analysis of eight national and international environmental observatories complemented the study. Thematic content analysis and methodological triangulation were applied to ensure validity and contextual understanding. The main outcome of the research is the design of the Participatory Citizen Environmental Observatory of Tauramena (OCAPTA), conceived as a governance tool integrating an organizational structure, an environmental indicator system, community monitoring nodes, information flows, and phased implementation strategies. The proposal aims to strengthen transparency, citizen participation, environmental education, and evidence-based public decision-making, contributing to sustainable territorial management aligned with the Sustainable Development Goals.
