    Eficiencia y competencia en la transición energética : un estudio sobre la planificación de la transmisión regional en Colombia

    The energy transition in Colombia, driven by the fight against climate change, requires not only leveraging the country’s high renewable energy potential, particularly solar and wind, but also profoundly transforming the structure of the electricity market. This study aims to evaluate the impact of monopoly structures on competition in the Colombian energy market, with an emphasis on their effect on renewable energy sources and system efficiency, as well as to analyze the incentive structure and regulatory misalignment in transmission planning. Within this framework, the research addresses the following question: How do the regulatory and market structures of electricity transmission affect competition and the energy transition in Colombia? The results show that integrated companies can restrict the entry of new actors through technical barriers, prioritizing their own requests, delaying interconnections, and using strategic tariff schemes, consolidating their market power and affecting the transition. Structural and regulatory limitations are also evident, such as regulatory misalignment between resolutions issued by the Energy and Gas Regulatory Commission (CREG), the absence of an efficient intraday market, and decentralized transmission planning. International experiences, such as preventive redispatch in Germany or the Open Networks programs in the United Kingdom, provide coordination models that require institutional adaptation for Colombia. In conclusion, Colombia’s energy transition demands an institutional and regulatory redesign that ensures efficiency, competition, and robust governance to achieve a diversified, reliable, and sustainable energy matrix.

    The following text aims to analyze Colombian laws to determine if the legislation of the Latin American country has the capacity to regulate the application of Artificial Intelligence (AI) in their national market, while they protect the rights of consumers and the fair competition, keeping the purpose of avoiding situations that may generate chances of monopolies. In this way, the author discusses the concepts of AI, consumer rights, unfair competition, and free market development to conclude, with the help of the study of laws, doctrines, and interviews, whether or not there is indeed a risk to the market.
