    This degree work constitutes a methodological proposal to develop a project management office that articulates the strategy and project management from the perspective of a clear and effective governance model for the mass consumption sector. The methodology used was based on an exploratory-deductive research, due to the fact that, based on a general conceptualization, supported by a documentary and perceptual analysis, a conceptual proposal was established for the design of the project management office. Through this research, is offered a technical proposal for the understanding and overlapping between the organizational strategy and project management, enhancing the generation of value for stakeholders. In addition, the design and implementation of the balanced scorecard is defined, including the project management, from the monitoring and execution processes. On the other hand, a project selection and prioritization scheme was developed, aligned with the organizational strategy and a descriptive deployment of the benefits of applying the governance model to develop a project management office in the mass consumption sector.
