The central theoretical research question is: How to promote the appropriation of public space by the LGBTIQ population based on a strategic route framed in the governance of the actors of Calle Barbacoas? Democratic governance is understood as new art of governing territories whose object is the society capacity of organization and action, where the management exercise of and leadership is assumed by civil society, recognizing that the State cannot take all the problems in charge and it can play the role as ally and not as main actor. This makes metagovernance possible in civil society as the means by which a coordinated governance is produced, from the design, management and evaluation that allows for better results from the point of view of those who are responsible for this exercise. Calle Barbacoas is a scenario of historical, symbolic, and cultural conquest for the LGBTIQ population in Medellín that due to current situations has lost value and has been affected as a public space. This research allows to describe and recognize those conditions that have affected it, the symbolism and meaning that it has for this population and that generate identity, as well as the actors involved in it, so that in an articulated way a strategic route is proposed that materialized in affirmative actions classified in dimensions of impact such as security, culture, social, economic, sustainable and historical to promote the cultural transformation of this place from the appropriation of public space that can become a reality from the coming together of actors who give their best to achieve this common purpose.
