    Políticas públicas municipales de juventudes. Caso comparado análisis de financiación en municipios de sexta categoría : Buriticá y Cisneros

    Colombia establishes itself as a "social state of law" in its 1991 Constitution, in which municipalities enjoy fiscal and administrative autonomy. However, this autonomy is affected by the dependence on central resources when implementing public policies, such as those aimed at young people. The main topic of this thesis is to compare Buriticá and Cisneros, which, besides being both sixth-category municipalities, have similar youth public policies. Nevertheless, they differ in the size of their budgets. In addition, the lack of institutional and financial capacity in sixth-category municipalities limits the effectiveness of their public policies. This thesis seeks to demonstrate, through comparative analysis, that this type of municipality has a low budgetary capacity to implement their public youth policies. The methodology consists of evaluating budget execution for the years 2019-2023, to analyze whether compliance with these policies results from mainstreaming in development plans or from directly financing projected actions. The theoretical framework highlights the stigmatization of youth due to historical conflicts in Colombia. The scarce resources in sixth-category municipalities, despite the General System of Participations, pose a challenge to the effectiveness of public policies. The methodology integrates quantitative and qualitative approaches and uses financial data and technical documents to provide a diagnosis of institutional and budgetary limitations regarding the implementation of public policies in Buriticá and Cisneros.
