    The purpose of this study is to design an inclusive methodology that enables the participation of rural youth in defining the public problem as the initial phase of the public policy cycle, specifically for those policies formulated from a top-down approach. To achieve this, a methodological design based on a qualitative approach with an exploratory-descriptive scope is proposed, as it allows for the identification of variables, experiences, perceptions, and practices related to the use of participatory methodologies in defining a public problem as the initial phase of the public policy cycle. As information-gathering techniques, documentary review will be considered and systematized through reading cards. As a result of this research process, it was found that population public policies designed from the top-down approach require practical and useful tools—such as participatory methodologies from an inclusive perspective—to achieve synergy between the State, as the decision-maker, and the participation of the population as a key factor in contextualizing the specific needs of the community. This is particularly relevant considering that, in Colombia, efforts have been made to incorporate participatory methodologies for rural youth; however, several structural, institutional, contextual, and inclusion-related barriers and gaps have hindered their success, contributing to the weakening of participation.
