Publicación Gobierno corporativo de EPM ante la crisis institucional de Hidroituango : un estudio sobre el marco institucional de EPM desde el análisis económico del derecho(Universidad EAFIT, 2025) Cano Sierra, María Camila; Mendoza Pérez, Samuel Isaac; Vélez Villegas, Juan EstebanThis study analyzes the institutional design of Empresas Públicas de Medellín (EPM) from the perspective of Public Choice theory, a branch of the Economic Analysis of Law, to assess its impact on the management of the Hidroituango crisis. Through a qualitative methodology, which includes documentary analysis, institutional comparison, and a case study, the incentives that influence decision-making within the entity are examined. The results show that the interests of the mayor of Medellín, in his capacity as the highest authority of EPM, often conflict with the company’s objectives. These findings underscore the need for regulatory reform to ensure a greater balance between political control and the autonomy of the entity.
