    This paper analyzes the tensions present in Colombian public law, emerging from the establishment of water funds that manage the funding for water conservation projects destined for human consumption, through Payments for Environmental Services (PES.) These tensions comprise a particular approach to water governance in Colombia, in the context of growing concerns over funding initiatives aimed at conserving biodiversity and addressing climate change. Therefore, the proposed reflection seeks to conceive a legal framework that approaches water conservation from a broader, more comprehensive, and harmonious perspective. This framework would guarantee the fundamental rights of communities living in key areas for water conservation, essential for sustaining life in large cities, and would prioritize the funding of environmental water conservation as a public and community matter.

    Gobernanza del agua: El caso del río Cabí 2002 - 2013

    This study will address the governance of water, from the perspective of socio environmental conflicts in collective territories of black communities of Colombia -- Cabí river basin, will be taken as study are a by its nature protection area bodies of water and by supplying the aqueduct of the municipality of Quibdó, the capital of the Department of Chocó -- In a contradictory way in river Cabí, extractive mining and deforestation; activities an additional aggravating factor is the increase in the construction of homes and commercial establishments lacking of adequate basic sanitation on the perimeter of the basin, which has generated a strong pressure on the water resources from sewage discharges and increase in turbidity -- This study seeks to identify and visualize conflicts by the use of river Cabí black communities contexts; likewise, is expected that stakeholders can identify and recognize the existence of their disagreements

    La nueva agua de colonia. Estrategias comunitarias para la gobernanza del agua en un contexto de urbanización acelerada

    La nueva agua de colonia examines the urban center of the township of Nueva Colonia (Turbo, Antioquia) as a territorial laboratory for water governance within a context of accelerated urbanization. In coordination with the Mesa Ampliada de Gobernanza y Gestión Integral del Agua (MAGIA) of Urabá, the research seeks to strengthen local capacities and to promote a water culture grounded in participation, shared responsibility, and the collaborative management of conflicts. Drawing on the methodology of Participatory Action Research (PAR), it integrates analysis and action to reframe the natural, social, and historical relationships with water, fostering the social appropriation of national, regional, and local planning tools. Building on the momentum generated by investment aimed at addressing an infrastructure deficit, the project proposes scenarios of social organization to explore community-based strategies around the ecosystem services of water, translating them into sustainable transformations for both the community and the ecosystem.
