Acciones público privadas que promueven el emprendimiento social como forma de mitigar el desempleo juvenil en el municipio de La Ceja, Antioquia

Youth unemployment in the currently economic and social context, in Latin American countries and especially in Colombia, has become a problem that requires special attention on the agendas of governments, especially local governments or municipalities, where it is accentuated much more the phenomenon. The author intends to establish a way to face this problem, based on concepts associated with social and economic development, such as: Human Development, as the guiding principle of the local economy that guarantees democracy, inclusion and the empowerment of human capital and building trust that translates into social capital. The Governance from the practice that is specified in the PPAs (Public-Private Alliances) as a model of Social Responsibility of the actors of the territory, to produce social wealth and Social Economy, which is specified through the promotion and chaining of entrepreneurship from capacities and skills and not only from the productive demand; to finally see an integrated model of Social Development. This work presents an analytical structure of concepts and founded theories regarding human development, especially citing authors such as Manfred Max Neef, Amartya Sen, Joseph Stiglitz, Bernardo Kliksberg and Sergio Boisier, among other actors who compile and direct their studies towards a alternative economy, olso called the third sector. It makes a review of the current situation of employment in Colombia, until reaching the current situation of the young population in the Municipality of La Ceja, thus proposing a reality framework for political and business analysis. Lastly, it establishes an analysis methodology from a conceptual framework and a categorical matrix, which encompasses the concepts, the reality and the social object of development for a locality based on young people. An evaluation of the concepts, based on the assessment of young people from La Ceja, based on their needs according to Max Neef, as well as their vision and relationship with private and public companies, is what is defined as a conclusion and establishes a strategy and political proposal to be followed by a small city that intends to implement the social economy model.

The current world has begun to understand that the ultimate goal of any action is definitely the human being. Aware that for many years greater importance has been given to organizations that prioritize the most valuable resources of nature and that through these have benefited a few, isolating themselves from the common good that has been the philosophical basis of the development of a successful society. Hence, an aspect so relevant to any organized community, such as governance, retakes its fundamental bases and is "renewed" in the community governance that implements the civil economy as a fundamental axis of development, leaving behind proposals that involve ways such as caudillismo, corporatism or even forms of government such as populist and neopopulist. This fact gave way to democracy, generating from the civil society itself a more participatory critical vision, fostering the emergence of new actors that in this case demand principles of citizenship and civil empowerment. Several writers converge on the idea that this new empowered civil society is willing to mobilize on issues such as political and social democratization and the reconstruction of national economies around social capital. With the development of the present investigation, the community governance process currently being studied in the municipality of Rionegro was studied, specifically in the spaces for citizen participation generated by the municipal administration, including the participatory budget; for which based on a reference of the implementation of this instrument of citizen participation as it is the municipality of Medellin, some differences are identified, to finally generate a series of conclusions and recommendations that could be taken into account in the municipality, facilitating the possibility of empowering civil society and enhancing their knowledge regarding the use and prioritization of public resources. In those cases where there is no meeting that allows citizens to take part in government decisions, there are serious problems of distrust among the actors, breach of commitments on the part of the government, mismanagement of information and fragmented information acquisition on the part of the government. of civil society; facts that divide the relations between the State and the actors that comprise it. Seeking to deepen this issue, the following question has been raised, which was the baseline for the development of this research: Is the implementation of the participatory budget as a tool for citizen participation being an effective means of governance in Rionegro? The relationship of this topic with the Master in Social Enterprise Management for Social Innovation and Local Development is precisely in the fourth area that refers to local development, the basis of this study.

Public policies aim to address various types of public issues that affect a specific sector. The Public Policy for Alternative, In dependent, Citizen, and Community Media and Communication Processes in Medellín, which came into effect in 2019, seeks to contribute to the strengthening of all stakeholders in the sector and ensure the right to communication in the city. Additionally, it aims to support economic, social, and legal sustainability. Although the development of this policy is still in its early stages, this work intends to provide an initial analysis of its implementation and the main challenges for subsequent phases. Thus, th is text presents a review of some categories framed within the right to communication and how much the public policy has favored the strengthening of media and communication processes and, through its qualification, its impact on the public sphere.
Aportes para la construcción de una política pública de pesca en Colombia: el caso del Grupo Interinstitucional y Comunitario de Pesca Artesanal del Pacífico Norte en Bahía Solano - Chocó

En Colombia la pesca adolece de una política pública que planifique de manera ordenada el manejo de este recurso natural, aunque se tienen normas como la Ley 13 de 1990 y Decreto 2256 de 1991 que regulan este sector, las mismas están desactualizadas y descontextualizadas frente a las realidades del sector en el país y a las tendencias mundiales en torno al tema -- En ese sentido, en este trabajo se establece que en el proceso organizativo de los pescadores del Pacifico norte chocoano denominado GICPA se desarrollaron algunas prácticas que se podrían relacionar con la Gobernanza (Kooiman, 2004), estas prácticas derivaron en acuerdos con el Estado que se materializaron mediante actos administrativos, entre otros, sobre la delimitación de un área marina protegida -- Por lo tanto se plantea que los elementos presentes en estas prácticas pueden ser identificados e interpretados para diseñar un modelo que se pueda replicar en otros procesos organizativos en el Pacifico colombiano y hacer un aporte a la construcción las Políticas Publicas sobre pesca en Colombia
Calidad del debate de control político: asimetrías de información en el Concejo Municipal de Medellín

Este artículo pretende identificar estrategias para mejorar la acción del control político en el Concejo de Medellín, a partir de la vinculación de la sociedad civil como un actor trascendental en la evaluación de la gestión pública, la promoción de gobernanza en red mediante la identificación y convocatoria a expertos en temas de ciudad, así como, el diseño de mecanismos de divulgación y acercamiento a los ciudadanos sobre el rol de los Concejos Municipales -- El estudio de caso busca describir cómo en el Concejo de Medellín la participación de expertos en las sesiones de estudio de diferentes proyectos de acuerdo, así como la instrumentalización de gobernanza en red fortalece el debate de control político; también busca establecer el nivel de apropiación de este instrumento por parte de los Concejales en los debates de los acuerdos y por último, plantear acciones para cualificar los debates de control político, controvertir los resultados de la administración y disminuir la asimetría de información generada por la tecnocratización de la administración municipal
Capital social comunitario y co-gobernanza : análisis centrado en personas de las experiencias del proyecto Sierra Productiva en los caseríos de Carnachique, Villa María y Mullamanday de La Libertad, Perú

This study is an applied research that seeks to analyze the experience of Sierra Productiva in La Libertad carried out between the years 2013-2014. The particularity of the Sierra Productiva project is the technological implementation in agricultural production that goes hand in hand with community strengthening and other empowerment processes that have been transforming the spaces of the various communities where it has been carried out. In this sense, the concepts of community social capital and people-centered co-governance are used to identify key factors that enhance the achievements that give sustainability to the project in the villages of Carnachique, Villa María and Mullamanday. To do this, the way in which community social capital and co-governance spaces are related is identified, the role of people as agents of change is analyzed within the project development perspective, and the experience and scopes achieved through the project's value generation proposal. Interviews and participatory dynamics of collective construction were applied to the key actors identified from the project experience. Likewise, an anecdotal record is made of the participant observation in each field trip. The purpose of using a qualitative methodology was to collect information to know the processes, learning, perceptions, attitudes and dynamics of the project from the people who were related to the experience. Finally, there is evidence that suggests that the social structure of the communities is transformed. There is an increase in the agency capacity of the people who participate in the project, they are more closely linked to public and political local spaces, there is a greater willingness to associate, and people assume the role of agents of change. Rural identity and land work is revalued assimilating technology, likewise, the generation of value, and the obtaining of well-being as paradigms of development. On the other hand, the sustainability of the Sierra Productiva project is discussed from the experience in La Libertad analyzed in this research. To this extent, the maintenance and use of technologies, the philosophy of being an agent of change, and the economic and empowerment benefits make people persist applying what they have learned in a sustainable way. However, there are new challenges for Sierra Productiva to enhance its transferability, which fall both on the management of the project after the financial funds end or the possible transformation to other execution figures as it would be in a social enterprise.
Casos exitosos y/o de buenas prácticas municipales de Colombia, adaptables a municipios de 5ª y 6ª categoría : caso Montebello, Antioquia

This article analyses successful experiences of Colombian municipalities with territorial, demographic, environmental, political and economic characteristics similar to Montebello; its objective is to explore ways to adapt and replicate those experiences in Montebello, contributing with possible solutions to its current problems. Issues faced by those municipalities are similar and well documented in public entities like the Administrative Department of Public Works (DAFP), Antioquia’s Autonomous Regional Corporation (Corantioquia), and EAFIT University. This investigation intends to materialize some elements in Montebello’s Development Plan 2020-2023 “Change Now” The objective will be achieved by analyzing successful local governments, defining guidelines for selection and adaptation of key success aspects to implement in Montebello.
¿Castigos y premios en elecciones a los gobiernos? El peso de la personalización en la cultura política del Urabá Antioqueño: caso Chigorodó

El presente trabajo tiene como objetivo conocer cómo incide la imagen de los líderes en la forma en la que los electores evalúan el desempeño gubernamental del nivel departamental, principalmente en comunidades con situaciones de exclusión, pobreza y desigualdad, económica, social y política -- El Urabá antioqueño es una subregión que posee dichas características, haciéndolo un caso representativo para conocer la manera cómo interpretaciones de deudas políticas históricas y el peso del fenómeno del conflicto armado, la pobreza y la exclusión generan una lectura diferente de la política y lo político, y por tanto, la forma de participar y de decidir el apoyo a un gobierno -- Chigorodó es el municipio tomado como caso de estudio por sus características de exclusión, ya que a pesar de ser el segundo municipio más antiguo del Urabá (después de Turbo) y estar ubicado en la zona más próspera de la subregión, no ha mostrado un crecimiento notorio y persisten condiciones de pobreza y desigualdad -- Esto permite considerarlo como un caso representativo en el que la exclusión social y política promueve prácticas políticas basadas en la preeminencia de la imagen del líder político -- Las elecciones para la gobernación de Antioquia de octubre de 2015, se constituyen en el momento que promueve el interés por comprender desde la teoría de la elección pública y la personalización: ¿Cómo ciudadanos en tales contextos de exclusión se perciben frente al Estado? ¿Cómo evalúan? ¿Cómo castigan o premian a los gobiernos? -- La metodología empleada es de tipo cualitativo, basada en entrevistas a profundidad a líderes sociales, gremiales y políticos del municipio y la subregión y un análisis documental -- Los resultados permiten identificar una cultura política súbdito (Almond y Verba, 1992), predominante promoviendo que las políticas públicas se perciban de manera subjetiva, donde suele importar más la manera en la que se hacen las cosas que la propuesta como tal, y por tanto la acción estatal por medio de la gobernación de Antioquia sea evaluada desde ese cómo y no tanto desde el qué
Construcción de propuesta de gobernanza desde los entes territoriales al proyecto Agroparque Biosuroeste : como un modelo para el desarrollo rural de la Provincia Cartama

One of the great challenges of the territories and their local governments is the consolidation of an adequate Administrative Governance, where the various national, departmental and local governments, as well as private organizations, can materialize plans, programs and projects that mitigate the needs of the community in general and enhance the capabilities of the territory and its people. In this order of ideas, the present work outlines a challenging panorama, associated with a portion of land of important proportions, ceded to the municipalities of Támesis and Valparaíso, at the service of the Cartama province; A space that requires general content to offer alternatives for progress due to its strategic location, which is the agro-park, Biosuroeste, which is a place with multiple options to validate ideas, thoughts and dreams that in the public and private institutional scenario, are still scattered in governmental and particular narratives that, in many cases, are disconnected from the socioeconomic dynamics of the Southwest region of the department of Antioquia, making it essential to propose and activate a model of administrative governance of the territory given to the Province so that its harmonious development brings benefits and development for all parties. If there is no model to advance in the governance of the territory, the fears of many who have warned that a heritage of these characteristics, with about 600 hectares, more than a solution for economic development for the region, could become a problem for the municipalities of the sixth category, which do not have the financial, technical or administrative muscle to materialize all possible scenarios, within the framework of their local development plans, which are the current legal tool to invest in their territories. Taking into account the above, this document presents a methodological route that proposes alliances between public and private actors, to give life and above all, sustainability to a geographic space whose conditions are so special for its location, economic and social potential, biodiversity, among other aspects, and that will certainly allow the province of Cartama and the twelve municipalities that comprise it, to have significant progress in development indicators, which may even have transcendence at the departmental and national level.
Cooperación internacional y desarrollo. Una mirada al índice de desarrollo humano: Caso Bojayá 2008-2012

Desempeño financiero y la calificación de gobernanza en compañías del sector tecnológico en Latinoamérica

Considering the projection that technology companies have, as well as the global trend towards measuring ESG indicators as a reference for good business performance, especially those related to governance, this study analyzed whether there is a relationship between corporate governance compliance standards and the financial performance of organizations in the technology sector in Latin America. For this analysis, information was taken from companies in this sector and their financial performance, measured as ROA, ROE, Tobin's Q and Price-to-Book was analyzed; likewise, the Governance pillar rating (GScore) indicated by Refinitiv was reviewed for each of the reference companies. After using OLS and GLS regressions, the study found a positive and statistically significant relationship between the governance pillar rating and the financial performance of companies in the technology sector in Latin America between 2013 and 2022.

El incremento de la felicidad y bienestar subjetivo del adulto mayor: la importancia de la cultura y el fortalecimiento de las redes sociales en el programa REDCUNA

In recent years, subjective well-being and happiness have become important as indicators of social development, to such an extent that they have been included in the design of public policies and social programs or projects. This new approach has been a challenge for the managers of this type of initiative, due to its subjective nature. In this context, Social Management offers a series of tools, so that both State and citizens share responsibilities for the achievement of a better well-being and happiness. In order to determine the influence of Social Management in the achievement of these objectives, the present study seeks to analyze, through the REDCUNA foundation, the effects that have generated their actions in a group of elders. This analysis is based on the perception that this group has about the activities, the leadership of the foundation and the volunteer network. The results suggest that community participation is a fundamental factor in meeting the needs of the population. Thereby, their participation in the project leads to the increase of subjective well-being and happiness through the preservation of cultural traditions, the generation and strengthening of social relationships and the preservation of functionality levels through healthy competition.
El presupuesto participativo en la ciudad de Medellín. Una mirada desde la gobernanza. El caso de las comunas 3 y 8 en el periodo 2012 – 2015

Enfocado en el análisis de los casos del presupuesto participativo (PP) de las comunas 3 y 8 de la ciudad de Medellín para el periodo 2012-2015, este trabajo muestra los factores determinantes que influyen en la eficiencia de las dinámicas y la ejecución del mismo -- Se busca indagar sobre las posibilidades o dificultades que propició la implementación del modelo gerencial en cuanto a la coordinación de los actores en las dinámicas del PP; determinar si el modelo de administración bajo el cual ha funcionado responde a las necesidades de la planeación de los territorios y la articulación de esta planeación con la municipal y, por último, establecer cuáles han sido los controles que se han llevado de la ejecución de los recursos del PP durante dicho periodo -- Se encontró, que factores relacionados con la falta de coordinación de actores, las fallas en la planeación estratégica y la ausencia de control, monitoreo y gestión por resultados afectan la eficiencia del PP

Protected areas have been conceived as a powerful instrument to generate mechanisms for the protection and conservation of the environment, the declaration of these areas generates important impacts on the dynamics of the communities that surround them because, although they prevent these individuals from generating actions to exploit the territories, they can also prove to be important sources of income such as tourism. Colombia appears to be a case of major interest in the study of this type of zone in relation to the efects it may have on their communities, this is due to the fact that this country enjoys a vast territory with diferent thermal oors and a large number of natural areas that have been declared protected by the State, however, Colombia turns out to be even more particular because the internal armed con ict that it has experienced throughout its history has made the State's presence in certain territories difcult, therefore it is necessary to estimate whether the declaration of protected areas has generated impacts taking into account this problem of governance or whether, on the contrary, these declarations have had no impact as the presence of groups is taken into account.
Evaluación de la implementación de la estrategia de transversalización de la perspectiva de género en Bello 2008 - 2015

Este estudio de caso en el municipio de Bello es una evaluación de la implementación de la estrategia de transversalización de la perspectiva de género a partir del análisis de las variables que consideramos son determinantes para el éxito de la implementación de dicha estrategia: liderazgo técnico, normatividad municipal, coordinación y rotación -- Las dificultades identificadas se alinean a cada una de estas variables y serán analizadas a la luz de la literatura especializada tanto en género como en las denominadas políticas públicas transversales -- Finalmente se proponen unas recomendaciones para superar las fallas identificadas en el trabajo de campo
Fondos del agua como estrategia de conservación : caso cuenca hidrográfica del río Chico en el municipio de Belmira

The Chico river watershed represents a natural structure of vital importance for the inhabitants of the capital of Antioquia, however, unsustainable practices send sediments to the river, which generates higher costs for water treatment. This research work carries out an analysis of water funds as organizations that design and promote financial and governance mechanisms, the case study is the Medellin water fund and the water conservation processes currently implemented in the Chico river watershed in the municipality of Belmira. According to the research carried out, the question arises as to ¿how to improve the final impact that the implementation of the Medellin Water Fund has had on water conservation? Through a qualitative study and analyzing other water funds in Latin America, it is concluded that in order to improve said impact, it is necessary to complement the programs and projects currently executed by the water fund with more robust actions, as a result a portfolio of tools and criteria was developed. of sustainable water management to be included in the conservation processes carried out by the Medellin Water Fund in the Chico river watershed in the municipality of Belmira. The most important thing about the development of these tools is that it was possible to identify that the Medellin Water Fund can have a much more important role in terms of environmental governance of the hydrographic watershed, in its relationship with local and regional administrative entities and more. important with the community of these territories.
