Ítem Acciones público privadas que promueven el emprendimiento social como forma de mitigar el desempleo juvenil en el municipio de La Ceja, Antioquia(Universidad EAFIT, 2020) Correa Carmona, Juan Carlos; Irurita Muñoz, María IsabelYouth unemployment in the currently economic and social context, in Latin American countries and especially in Colombia, has become a problem that requires special attention on the agendas of governments, especially local governments or municipalities, where it is accentuated much more the phenomenon. The author intends to establish a way to face this problem, based on concepts associated with social and economic development, such as: Human Development, as the guiding principle of the local economy that guarantees democracy, inclusion and the empowerment of human capital and building trust that translates into social capital. The Governance from the practice that is specified in the PPAs (Public-Private Alliances) as a model of Social Responsibility of the actors of the territory, to produce social wealth and Social Economy, which is specified through the promotion and chaining of entrepreneurship from capacities and skills and not only from the productive demand; to finally see an integrated model of Social Development. This work presents an analytical structure of concepts and founded theories regarding human development, especially citing authors such as Manfred Max Neef, Amartya Sen, Joseph Stiglitz, Bernardo Kliksberg and Sergio Boisier, among other actors who compile and direct their studies towards a alternative economy, olso called the third sector. It makes a review of the current situation of employment in Colombia, until reaching the current situation of the young population in the Municipality of La Ceja, thus proposing a reality framework for political and business analysis. Lastly, it establishes an analysis methodology from a conceptual framework and a categorical matrix, which encompasses the concepts, the reality and the social object of development for a locality based on young people. Aware that for many years greater importance has been given to organizations that prioritize the most valuable resources of nature and that through these have benefited a few, isolating themselves from the common good that has been the philosophical basis of the development of a successful society. Hence, an aspect so relevant to any organized community, such as governance, retakes its fundamental bases and is "renewed" in the community governance that implements the civil economy as a fundamental axis of development, leaving behind proposals that involve ways such as caudillismo, corporatism or even forms of government such as populist and neopopulist. This fact gave way to democracy, generating from the civil society itself a more participatory critical vision, fostering the emergence of new actors that in this case demand principles of citizenship and civil empowerment. Several writers converge on the idea that this new empowered civil society is willing to mobilize on issues such as political and social democratization and the reconstruction of national economies around social capital. With the development of the present investigation, the community governance process currently being studied in the municipality of Rionegro was studied, specifically in the spaces for citizen participation generated by the municipal administration, including the participatory budget; for which based on a reference of the implementation of this instrument of citizen participation as it is the municipality of Medellin, some differences are identified, to finally generate a series of conclusions and recommendations that could be taken into account in the municipality, facilitating the possibility of empowering civil society and enhancing their knowledge regarding the use and prioritization of public resources. In those cases where there is no meeting that allows citizens to take part in government decisions, there are serious problems of distrust among the actors, breach of commitments on the part of the government, mismanagement of information and fragmented information acquisition on the part of the government. of civil society; facts that divide the relations between the State and the actors that comprise it. Seeking to deepen this issue, the following question has been raised, which was the baseline for the development of this research: Is the implementation of the participatory budget as a tool for citizen participation being an effective means of governance in Rionegro? Additionally, it aims to support economic, social, and legal sustainability. Although the development of this policy is still in its early stages, this work intends to provide an initial analysis of its implementation and the main challenges for subsequent phases. The particularity of the Sierra Productiva project is the technological implementation in agricultural production that goes hand in hand with community strengthening and other empowerment processes that have been transforming the spaces of the various communities where it has been carried out. In this sense, the concepts of community social capital and people-centered co-governance are used to identify key factors that enhance the achievements that give sustainability to the project in the villages of Carnachique, Villa María and Mullamanday. To do this, the way in which community social capital and co-governance spaces are related is identified, the role of people as agents of change is analyzed within the project development perspective, and the experience and scopes achieved through the project's value generation proposal. Interviews and participatory dynamics of collective construction were applied to the key actors identified from the project experience. Likewise, an anecdotal record is made of the participant observation in each field trip. The purpose of using a qualitative methodology was to collect information to know the processes, learning, perceptions, attitudes and dynamics of the project from the people who were related to the experience. Finally, there is evidence that suggests that the social structure of the communities is transformed. There is an increase in the agency capacity of the people who participate in the project, they are more closely linked to public and political local spaces, there is a greater willingness to associate, and people assume the role of agents of change. Rural identity and land work is revalued assimilating technology, likewise, the generation of value, and the obtaining of well-being as paradigms of development. On the other hand, the sustainability of the Sierra Productiva project is discussed from the experience in La Libertad analyzed in this research. To this extent, the maintenance and use of technologies, the philosophy of being an agent of change, and the economic and empowerment benefits make people persist applying what they have learned in a sustainable way. However, there are new challenges for Sierra Productiva to enhance its transferability, which fall both on the management of the project after the financial funds end or the possible transformation to other execution figures as it would be in a social enterprise.Ítem Casos exitosos y/o de buenas prácticas municipales de Colombia, adaptables a municipios de 5ª y 6ª categoría : caso Montebello, Antioquia(Universidad EAFIT, 2020) López Ramírez, Mauricio; Ramos Villa, María EugeniaThis article analyses successful experiences of Colombian municipalities with territorial, demographic, environmental, political and economic characteristics similar to Montebello; its objective is to explore ways to adapt and replicate those experiences in Montebello, contributing with possible solutions to its current problems. Issues faced by those municipalities are similar and well documented in public entities like the Administrative Department of Public Works (DAFP), Antioquia’s Autonomous Regional Corporation (Corantioquia), and EAFIT University. In this order of ideas, the present work outlines a challenging panorama, associated with a portion of land of important proportions, ceded to the municipalities of Támesis and Valparaíso, at the service of the Cartama province; A space that requires general content to offer alternatives for progress due to its strategic location, which is the agro-park, Biosuroeste, which is a place with multiple options to validate ideas, thoughts and dreams that in the public and private institutional scenario, are still scattered in governmental and particular narratives that, in many cases, are disconnected from the socioeconomic dynamics of the Southwest region of the department of Antioquia, making it essential to propose and activate a model of administrative governance of the territory given to the Province so that its harmonious development brings benefits and development for all parties. If there is no model to advance in the governance of the territory, the fears of many who have warned that a heritage of these characteristics, with about 600 hectares, more than a solution for economic development for the region, could become a problem for the municipalities of the sixth category, which do not have the financial, technical or administrative muscle to materialize all possible scenarios, within the framework of their local development plans, which are the current legal tool to invest in their territories. For this analysis, information was taken from companies in this sector and their financial performance, measured as ROA, ROE, Tobin's Q and Price-to-Book was analyzed; likewise, the Governance pillar rating (GScore) indicated by Refinitiv was reviewed for each of the reference companies. After using OLS and GLS regressions, the study found a positive and statistically significant relationship between the governance pillar rating and the financial performance of companies in the technology sector in Latin America between 2013 and 2022.Ítem Los distritos creativos del Área Metropolitana del Valle de Aburrá : perspectivas sobre su tipología, la gobernanza y la innovación de los territorios(Universidad EAFIT, 2022) Maldonado Restrepo, Sebastián; Naranjo Alzate, Ana MaríaCultural and creative districts have gained popularity among public policies for territorial development and strengthening of the cultural economy and creative industries around the world. Colombia, as a result of its policy to promote the Orange Economy, has tried not to lag and has created projects such as the Orange Development Areas (AND for its acronym in Spanish), to promote the creation of territories where artists, creators, entrepreneurs, or anyone who is part or is considered part of the creative class are grouped (Florida, 2004). As an introduction, the text will make a general review of the concepts that have been behind the creation of cultural districts, such as cultural and creative industries or clusters. Then, two international cases of implementation of districts will be referenced to, subsequently, enter into the realities of three creative districts of the Metropolitan Area of the Aburrá Valley that has inspired this work, to understand the motivators and contexts of their creation and the dynamics of the actors in their relationship with the environment and the objectives of the grouping. This research work carries out an analysis of water funds as organizations that design and promote financial and governance mechanisms, the case study is the Medellin water fund and the water conservation processes currently implemented in the Chico river watershed in the municipality of Belmira. According to the research carried out, the question arises as to ¿how to improve the final impact that the implementation of the Medellin Water Fund has had on water conservation? Through a qualitative study and analyzing other water funds in Latin America, it is concluded that in order to improve said impact, it is necessary to complement the programs and projects currently executed by the water fund with more robust actions, as a result a portfolio of tools and criteria was developed. of sustainable water management to be included in the conservation processes carried out by the Medellin Water Fund in the Chico river watershed in the municipality of Belmira.
