In Medellín, local cinema policies have been strengthened, which raises the main problem of the lack of capital for projects that are not necessarily productive. Based on observations and conversations with management, it is inferred that the organization has shortcomings that cause the expected results not to be obtained in the area of management of the projects undertaken. Under this order of ideas, the specific objectives were oriented to diagnose the strengths, opportunities, weaknesses and threats of the studied process; characterize the basic guidelines for the group of initiation and planning processes; formulate the strategy for the process; define the formats, procedures, tools and techniques that support the process and carry out the economic-financial feasibility study of the formulated strategy. In relation to the methodology used, the work was framed in the quantitative paradigm with documentary support, following for the collection of data (both primary and secondary) the methods: analytical-synthetic, the documentary review and the observation method. Likewise, the research used the SWOT matrix and the PMI development tool as data analysis techniques; all of the above was essential to later obtain the synthesized information. Finally, regarding the conclusions of the investigation, it stands out that the design of a methodology for the management of projects for the evaluation of the proposals and tenders that can be carried out by MAPLE OIL TOOLS SAS, can allow the optimization of the processes in the area through the implementation of the 10 knowledge areas of the PMI tool, based on the initiation and planning processes, so it is recommended that the organization follow the 10 knowledge areas of this tool for the emanated projects.
