    Urban renewal as an instrument of State intervention in the city of Medellín shows a series of market and State failures in its implementation. This research seeks to make an analysis of the multiple causes that generate these problems in the "arena of action". To achieve this, a methodological analysis was carried out, contrasting sources of authors and the municipal file with a series of structured interviews with experts. The results of this research show a wide range of failures and recommendations to address them as a public policy.
