Publicación Acuerdos de La Habana : ¿un acuerdo de Estado?(Universidad EAFIT, 2018) Montoya Gaviria, Juan DavidThe Final Agreement for the Termination of the Conflict and the Construction of a Stable and Lasting Peace, signed on September 26, 2016 in Cartagena, expression of the negotiations between the Colombian State and the Revolutionary Armed Forces of Colombia-People's Army (FARC- EP), constitutes a historical process of great national and international relevance. The result of the plebiscite, a mechanism chosen by the Government to approve or deny the Havana Accords, was adverse. However, the legal and political process continued. Opponents to the agreement expressed in various scenarios that this was not legitimate, while members of the Government, negotiators and actors of the national and international community made efforts to comply with the agreement. This text proposes as a main thesis that the Havana Agreements are a matter of State and not just a matter of government, setting the focus on item 2 of the final document and, in particular, regarding political participation and tools that allow expanding it significantly.
