The research work has been dedicated to identifying and relating different categories of qualitative and quantitative analysis that lead to the creation of strategic projects for the city, such as the Articulated Life Units - UVA, the Parques Biblioteca and the Buen Comienzo Kindergartens. The study of these projects will be approached initially from a descriptive perspective and then they will be analyzed from each category. To develop this study and based on the conceptual framework, the Recife’s Compaz was reviewed as an international benchmark to verify and compare how the planning and execution of these projects is in their urban context, the elements and categories of analysis present were identified of the case studies, which allowed identifying patterns in these processes. To achieve this objective, I will use a qualitative method with an emphasis on a descriptive approach. Techniques such as document review, semi-structured interviews, and participant observation will also be employed. These methods make it possible to reveal that, although the decree has achieved certain successes in recovering some public spaces, challenges remain in terms of implementation, due to the diversity of stakeholders and the degree of social acceptance, particularly because employment opportunities are limited and do not meet the population’s economic needs. Throughout this work, it becomes evident that although Decree 182/22 is well conceived from a legal and documentary standpoint, its implementation has not been effective during the nearly 30 months since its enactment by the municipality. From the outset, it has been clear that the lack of proper control over the use (and in some cases abuse) of public space by the relevant authorities has been inadequate, whether due to a lack of political will, limited institutional capacity, or both. The result so far has been that street vendors—whether mobile, stationary, or semi-stationary—who have not obtained permits or, despite applying to the municipal authorities, have not been granted them, have simply positioned themselves in areas adjacent to those regulated by the Decree. This has led to ongoing conflicts between those who use these public spaces for transit and those seeking to earn a living through their sales. Last but not least, it has been found that, contrary to what the Decree states, many vendors specialize in selling food without the required permits or adherence to good food handling practices, creating an additional health risk for consumers. All of the above constitutes a respectful yet emphatic call to the municipal administration to strictly enforce the provisions of Decree 182/22 by carrying out the necessary control activities. By offering services that complement and enhance those provided by the public sector, BIDs increase the competitiveness of businesses within a specific area, making them more attractive. This thesis analyzes the feasibility of implementing the BID model in the cities of Barranquilla and Medellín in Colombia, reviewing elements that could enable their future deployment. The findings of this research are expected to inform the private sector about the viability and necessary conditions to implement strategies that allow for better economic utilization of public spaces by private entities, thus improving the integration of commercial activities into public spaces, benefiting economic progress and quality of urban life.
