    Análisis del proceso de implementación de la política pública de juventud desde el enfoque top-down en el municipio de El Carmen de Viboral (2015-2019)

    This research seeks to analyze the Public Policy for Youth implementation at El Carmen de Viboral (2015-2019) under a top-down design approach. To this effect, the main antecedents of the mentioned instrument are presented; where its context and essential characteristics are analyzed. Then, the role of young people in public agendas at local, national, and international levels are examined. Successively, the objectives of this research are described. Subsequently, the theoretical framework is developed; It contains two categories of analysis: the process of implementation of public policies and the top-down approach to application. Ultimately, the results obtained from the fieldwork and the theories that guide this research are exhibited, presenting the level of compliance and the purposes achieved by the local government concerning the public policy analyzed.
