    The Colombia State’s digital transformation has modified the interaction between citizens and public administration in a substantial manner, particularly regarding the equal access to public information. This study examines digital citizen services, specifically the “digital citizen folder” and the “digital authentication”, as technological tools oriented towards modernizing the relationship between citizens and the State in digital environments. Using a lege lata methodology, examining the normative, jurisprudential, and doctrinal framework governing digital citizenship and equal access to public information, including the 991 Political Constitution, Law 1712 of 2014, Law 2052 of 2022, and Decree 620 of 2020. The findings reveal that, although digitalization promotes greater transparency and efficiency in State procedures and services, structural limitations persist—such as territorial inequality, institutional interoperability issues, and a lack of connectivity and digital literacy—which deepen the digital divide.
