Over the last three decades, multilateral organizations and states have been establishing commitments regarding the guarantee of access to digital connectivity as an autonomous right and the elimination or reduction of digital divides that hinder the realization of the principle of equality among human beings. In Colombia, the Congress of the Republic and the Executive branch have established regulations for the provision of public Internet service. At the same time, judges have started to recognize its significance as a mechanism for the exercise of some rights, such as the fundamental right to education. Despite efforts, today differentiated access to the internet, information and communication technologies, and digital rights continue to create disparities in both the analog and digital worlds. It is the responsibility of states to remove barriers that prevent people from exercising their rights in the digital world in accordance with the principle of human dignity.
