Publicación Alternativas de asociatividad territorial para la subregión del Oriente Antioqueño : análisis de viabilidad frente a la implementación de nuevos esquemas de integración en el Valle de San Nicolás(Universidad EAFIT, 2021) Zuluaga Rivillas, Carlos AndrésThe present paper focuses on analyzing the keys to territorial associativity among the municipalities of the Eastern Antioquia subregion, especially those located in the Altiplano area, or also called the San Nicolás Valley, namely: Rionegro, La Ceja del Tambo, El Retiro, La Unión, El Carmen de Viboral, Guarne, San Vicente Ferrer, Marinilla and El Santuario. Within these keys, an attempt will be made to understand the successes and failures of these integration dynamics, making an analysis of the characteristics of the schemes that today are formed and in which these municipalities are associated. Three new integration alternatives are proposed to can be explored in the subregion; one of them, a scheme that has already been debated without materializing, such as the initiative to create a Metropolitan Area in the Eastern subregion; in addition, this paper proposes the exploration of figures that have not yet been discussed within this scenario, such as the possibility of creating a Planning and Management Region (RPG for its acronym in Spanish), or creating a special regime figure that resembles the newly created Metropolitan Region of Bogotá. On each one, a feasibility analysis will be carried out both from the legal point of view -according with the content of the Colombian legal system- and from the political point of view, since the formation of a Territorial Associative Scheme depends largely of the will of the decision makers.Publicación Análisis de incentivos para el cumplimiento de los objetivos de la política nacional de catastro multipropósito(Universidad EAFIT, 2020) Garnica Olarte, Luis David; Chaparro Cardona, Juan CamiloThis work identifies the institutional arrangements, agents, incentives and mechanisms present in the national regulations that give life to the national cadastral system and analyzes whether the existing mechanisms are sufficient to achieve the objectives proposed by the state for the year 2022 and 2025, with special interest in the motivations and options that local governments have to advance in the cadastral updating of their territories. To achieve the proposed objectives, a 200-year analysis of the institutional arrangement of the cadastre and property tax was carried out, from its conception in Law No. 30 of 1821 until the issuance of Decree 148 of 2020. As guiding elements, concepts of the New institutional economics (NIE), especially those proposed by Douglass North to understand the nature of cadastral institutions and the derivations of institutional changes in the social and economic performance of politics and its results. The analysis carried out suggests that despite the efforts and transformations incorporated into the national cadastral system, the absence of mechanisms and incentives that reduce the transaction costs of a large number of municipalities will impede the progress expected by the state to achieve the national cadastral update in 60% in 2022 and 100% in 2025 and some recommendations are presented that change this trend, such as cross-subsidies, subsidies for cartographic inputs and the participation of private third parties as funders or drivers of the system's mechanisms and incentives.Publicación Análisis de la implementación de la tecnología blockchain en la industria de bienes raíces : perspectivas y desafíos para el sector fintech(Universidad EAFIT, 2024) Useche Rojas, Juan Camilo; Durango Gutiérrez, María PatriciaThis work evaluates the impact of Blockchain technology, reviewing its principles, accelerated growth, and immediate and long-term direction, emphasizing a special focus on activating this technology for the real estate sector, through a descriptive, predictive, and fundamental analysis of pioneering companies in the field. This is supported by a financial modeling methodology backed by backtesting and market capitalization weighting, allowing the valuation of assets used by these companies over time and determining their stock market relevance. Finally, the results will be examined to conclude the current and future effect of Blockchain on the real estate industry, as well as its financial viability and feasibility, both in the United States and Colombia.Publicación ¿Debería el municipio de Rionegro integrarse al Área Metropolitana del Valle de Aburrá? Implicaciones jurídicas y políticas(Universidad EAFIT, 2023) Acendra Vasco, Maria Camila; Parra Monsalve, Jordy KevinThe present prospective analysis was focused on analyzing the legal and political implications for Rionegro in case of an eventual adhesion of this municipality to the Metropolitan Area of the Aburrá Valley (AMVA), which as a territorial associative scheme seeks to promote and foster development strategies and solid regional processes from a governance perspective; The aforementioned Metropolitan Area includes the municipalities of Barbosa, Girardota, Copacabana, Bello, Itagüí, Sabaneta, Envigado, La Estrella, Caldas and Medellín as the core municipality. Within this approach, we focused on the advantages and disadvantages of this incorporation for Rionegro.Regarding the debates that have arisen in academic environments about some proposals related with associative schemes that can be created and help to promote the regions of Antioquia, a discussion was raised about the strategies for Rionegro and the municipalities of the Near East of Antioquia state or San Nicolás Valley zone, as it is also called, in order to find out the scheme that best suits them for their development, on the desk, we find the possibility to create a metropolitan area in the Near East, however, this has not happened due to multiple political and planning factors; In particular, this scheme has among its detractors, those people who consider that a metropolitan area in the East with Rionegro as the core municipality would favor Rionegro more than other smaller municipalities; likewise, the possibility of establishing a PAP – Province of Administration and Planning with Rionegro as one of the constituent municipalities has been raised, but this idea has not had much echo to date either, since Rionegro favors more the figure of a metropolitan area. Taking into account the above, the initiative on the adhesion of Rionegro to the already constituted Area of the Aburrá Valley is gaining strength, although at the moment this proposal has not yet formalized. The developed prospective analysis is of the utmost importance, for it provides academic reflections to the discussion in the face of situations that may eventually arise around the object of study, which exposes tools to recognize and eventually propose the use of opportunities and supra-municipal capacities between Rionegro and the municipalities that make up the AMVA; the foregoing, based on the analysis of the political and legal dimensions of this intergovernmental relationship. Hence, addressing the legal and political implications of this integration for Rionegro allows an approach with a future projection and helps to establish if this union benefits this municipality and improves its capacities in relation to those currently established; that is to say, if it is possible that this improves their social, economic, academic, environmental sphere, transport infrastructure and citizen security to name a few. In short, it is expected that this work constitutes a source of input that provides solution tools for political leaders who lead association processes and especially for decision makers who find in this scheme an opportunity for territorial regional development.Publicación Efectos de la descentralización en el control fiscal colombiano : un estudio de caso comparado entre la Contraloría General de la República y la Contraloría Departamental del Chocó desde la perspectiva de las Relaciones Intergubernamentales 2018-2022(Universidad EAFIT, 2022) Ramírez Sánchez, Sebastián; Ángel García, JhonathanThe purpose of this monograph is to analyze the current conditions of intergovernmental relations between the Departmental Comptroller of Chocó and the Comptroller General of the Republic in compliance with their missionary and constitutional role of surveillance and fiscal control in the department of Chocó; to do this, we start from the description of the constitutional and legal framework that defines the relationships between levels in the Office of the Comptroller General of the Republic and its sections; in turn, the differences between the strategic plan of both entities are recognized; Likewise, the difficulties that arise in the intergovernmental relations of these two comptrollerships in terms of surveillance and fiscal control are identified; and, finally, the mechanisms that allow the improvement of intergovernmental relations for one and the other are established, with a view to the decentralization of fiscal control.Publicación El papel de la Junta Administradora Local de la Comuna 11 de Medellín en las dinámicas de presupuesto participativo durante el período 2020-2022 : análisis crítico del Decreto 0146 de 2022(Universidad EAFIT, 2023) Abbasi Miranda, Sahand; Sánchez Daniels, Catalina del PilarThe purpose of this dissertation is to critically examine the role of the Local Administrative Board (LAB) in the operation of the Participatory Budget (PB) in the district 11 (Laureles-Estadio) of Medellín, in the period spanning the years 2020 to 2022. For this purpose, the relevant actors, stakes and procedures involved were identified. This work will also examine the notion of the PB at international, regional and domestic scales through an exercise of comparative law, emphasizing the role of the LABs as political and administrative authorities in the allocation of PB funds, both in the fostering of citizen participation as well as in the political and administrative oversight of budgetary procedures. Throughout this dissertation the reader is provided with an in-depth review of the role of the LABs in the allocation of PB resources in light of the Decree 146 of 2022, highlighting the inconsistencies between the national legislation and territorial regulations on the subject. However, this infrastructure brings with it a territorial management component because it includes municipalities in the north and west of Antioquia, such as: Ituango, Briceño, Toledo, San Andrés de Cuerquia, San José de la Montaña, Valdivia, Yarumal, Peque, Sabanalarga, Buriticá, Liborina, Olaya and Santa Fe de Antioquia. In this context, the territorial entities not only share a reservoir or additional works around Hidroituango, but also have social, economic, cultural and political dynamics, which is why they could consider the possibility of associating to promote regional development. That is why the Land Management Law establishes that "the State shall promote associative processes between territorial entities for the free and voluntary formation of strategic alliances that promote the autonomous and self-sustainable development of the communities" (Law 1454, 2011, art. 9). The specific case of this paper focuses on the analysis of the legal and political feasibility of a Planning and Management Region - RPG, an Association of Municipalities or an Administrative and Planning Province as forms of associativity for the municipalities in the area of influence of Hidroituango. For this exercise, the experiences of the Water, Forests and Tourism province in eastern Antioquia and the Cartama province in southwestern Antioquia will be addressed.Publicación Game Theory Modeling For Decentralized Peer-To-Peer Solar Energy Market In Colombian Nanogrids(Universidad EAFIT, 2022) Henao Ramírez, Tomás; García Rendón, John JairoAs microgeneration increases, the centralized model of electricity generation will be significantly altered. One of the new models being investigated is the notion of a peer-to-peer electricity market in which prosumers can market their electricity exports to any other household. This new kind of transactive energy market, and community or collective self-consumption, offer new models for trading energy locally. Over the past 10 years, there has been significant growth in the amount of academic literature and trial projects examining how these energy trading models might function. The results show that P2P energy trading provides significant financial and technical benefits to the community and is emerging as an alternative to cost-intensive energy storage systems. This paper investigates a possible game theoretic model for Colombian nanogrids and proposes a new algorithm for automating the sale and purchase of electricity in this market, aiming to optimize the market while providing increased control to householders. In 2015, it was innovated by introducing a new line of business; purchase, sale and installation of professional kitchen equipment. To achieve a high level in the learning curve of this business requires the acquisition of additional skills and knowledge. To this is added the requirement of greater physical, operational and financial resources such as workforce, machinery, equipment and working capital. On the other hand, the introduction of this innovation represents a key strategic movement to achieve a competitive advantage and positioning as an integral supplier. This led to various discussions in Congress, creating Law 715 from 2001, because being closer to its beneficiaries it would be more efficient. This investigation pretends to study the existing relation between transactions and investments in health and education, moreover, if the law's aim is fulfilled, analyzing the relation between investments in both areas and the net coverage rate in health and education, this being done by descriptive statistics, a fixed effects model for each case and data panels for Valle de Aburrá's municipalities from 2015 to 2022. Finally, these relations are confirmed, so the initial mechanism and the law's or SGP's main purpose is fulfilled. Helping in terms of trust and security, in which the financial sector could improve. The hypothesis raised establishes that the implementation of blockchain technology can solve these problems and further optimize operations. To address this objective, the current problems in the financial sector, specifically in financial transactions, will be identified. Subsequently, it will be analyzed how blockchain technology can solve these problems and deliver the promising results that have been obtained around the world in terms of efficiency, transparency, and security. By using the Colombian case, the paper tests the hypothesis that the decentralization process carried out since the late 1980s, empowered the illegal armed groups and therefore increased the conflict in the periphery of the country. In order to test this hypothesis, the research uses data on human rights violations, municipal income, and distance to the department’s capital at the subnational level for the period between 1984 to 2016. This is due to the positive impacts that has brought the increasingly frequent use of new technologies in many industries. One of these technologies is blockchain, a decentralized, distributed ledger. A few cases of success regarding the use of blockchain in electric grids (mostly in the US) have received a lot of interest during the last years. However, for the Colombian case, this implies particular challenges given the rather traditional structure of the whole electrical network. The present document presents a road map for the use of a blockchain transactional network in the of electricity market in Colombia, including the economic benefits and strategical challenges related to its implementation.
