Ítem Acuerdos de La Habana : ¿un acuerdo de Estado?(Universidad EAFIT, 2018) Montoya Gaviria, Juan David; Maya Salazar, Adolfo LeónThe Final Agreement for the Termination of the Conflict and the Construction of a Stable and Lasting Peace, signed on September 26, 2016 in Cartagena, expression of the negotiations between the Colombian State and the Revolutionary Armed Forces of Colombia-People's Army (FARC- EP), constitutes a historical process of great national and international relevance. The result of the plebiscite, a mechanism chosen by the Government to approve or deny the Havana Accords, was adverse. However, the legal and political process continued. Opponents to the agreement expressed in various scenarios that this was not legitimate, while members of the Government, negotiators and actors of the national and international community made efforts to comply with the agreement. This text proposes as a main thesis that the Havana Agreements are a matter of State and not just a matter of government, setting the focus on item 2 of the final document and, in particular, regarding political participation and tools that allow expanding it significantly.Ítem Comments on the guarantee control function(Universidad EAFIT, 2007-05-29) Zuluaga Taborda, John Edison; Universida de AntioquiaÍtem Critical Agent, Deliberative Democracy, and Reason-Giving(Universidad EAFIT, 2020-06-24) Santibáñez, Cristián; Universidad Católica de la Santísima ConcepciónThis paper aims at proposing a concept of a critical agent in dialogue with the practice of deliberative democracy, considering what reason-giving means. For this purpose, this paper first discusses what being or tending to be critical of oneself or third parties would mean. This section mainly draws on ideas from the theory of argumentation and informal logic. Second, the concept of deliberative democracy is addressed in light of the conceptual synergy that would be the result of the (potential) participation of a critical agent in such a sociopolitical context. This section examines some of the core ideas within the theory of deliberative democracy. Subsequently, the third and last section discusses Brandom’s inferentialist semantic proposal (2002, 2005) to address the problem of giving and receiving reason and see how this approach can contribute to a deliberation theory and a concept (and the education) of a critical agent. Through immersion in the dynamics of a municipal council, young individuals assume representative roles, debating and formulating proposals. The research drew on the theoretical framework of democratic participation, civic education, and the role of youth in decision-making processes. The adopted method involves a qualitative study where, backed by the network of student representatives from the Belén commune, students from 10 institutions were integrated. The results showed that the simulation strengthens skills such as oratory and critical analysis, and promotes a deep understanding of democratic structures. Furthermore, the experience emphasized the importance of civic education in building more informed and participative societies.
