    La corresponsabilidad de los actores incide en la sostenibilidad de los bienes públicos

    Este texto pretende dar cuenta de la importancia de la corresponsabilidad en la sostenibilidad de los equipamientos urbanos en la ciudad de Medellín, corresponsabilidad que debe ser promovida por el Gobierno a la ciudadanía, pero que a su vez debe ser sostenida y acompañada por la ciudadanía a través de una estrategia de acompañamiento continuo que facilite la permanencia de los bienes públicos -- Ello repercute en el desarrollo de la ciudad, a la vez que favorece la inversión pública, disminuyendo gastos posteriores en cuanto a mantenimiento por mal uso de los equipamientos urbanos a las comunidades -- La apuesta por la sostenibilidad, debe ser una constante en el desarrollo de los proyectos urbanísticos, pero aún más de la corresponsabilidad donde el ciudadano y el gobierno puedan tener incidencia en la toma de decisiones a través de una estrategia de concertación y dialogo, donde ambas partes puedan poner sus puntos de vista logrando mediar las decisiones -- La participación concertación es una posibilidad de escucharse y de construir desde la necesidad del otro, aunque se tengan que tomar decisiones que siendo al parecer impositivas develen lo mejor de los territorios y de aquellos que los habitan

    Estrategia integral de Codesarrollo entre contextos formales e informales

    Latin America, one of the most urbanized regions of the world, is also one of the most socially and economically inequitable; consequently, the main challenge for Latin American cities for the coming years will be to overcome urban segregation and ensure the right to the city of all its inhabitants -- A first step to achieve this is to understand the patterns of urban segregation and identify the possible territories of opportunity where there is a potential for overcoming inequality -- This thesis recognizes as territory of opportunity the periphery lands of Colombian cities where informal settlements commonly converge with delimited areas for new formal developments (partial plans) -- In these territories of intermediate scale, a change in the traditional patterns of urban segregation begins to be perceived; the distance between rich and poor is reduced and, therefore, tensions and conflicts between formal and informal contexts increase -- This phenomenon, called exclusionary socio-spatial segregation, occurs in cities such as Bogotá, Medellin and Pereira -- It is necessary to propose a change in the way of planning Colombian cities and, specifically, the periphery territories where formal and informal contexts converge -- In this sense, this research project proposes a comprehensive co-development strategy that seeks to overcome the negative preconceptions and prejudices that exist towards informal settlements, recognizing opportunities for articulation with the formal city within the framework of a new paradigm in which it is possible to generate co-benefits between formality and informality -- To design the strategy, a research methodology was developed based on the analysis of a case study: The Partial Plan Parque Temático and the informal settlement of the Banca del Ferrocarril in the city of Pereira, Colombia -- From this study it was determined that the innovation in the implementation of land planning, management and financing instruments, in partial plans located in the periphery and including informal settlements, is a possible means to overcome the exclusionary socio-spatial segregation and guarantee the right to the city of the inhabitants -- The comprehensive co-development strategy structures this innovation based on a sustainable urban planning approach according to which the formal and informal actors of the territory are jointly responsible for the construction of a common future, where they can consolidate their ways of living, staying and developing socially (social sustainability), can have an economic security according to their interests and motivations (economic sustainability), and assume together the responsibility of taking care of their physical space and their natural environment (urban environmental sustainability)

    Project Finance en infraestructura urbana: caso de Medellín Colombia Retos y Oportunidades

    Trabajo de investigación orientado a explorar cómo el costo del desarrollo urbano de Medellín, basado en infraestructura y movilidad, ha sido asumido bajo la modalidad de Contratación Pública Directa CPD, dejando de beneficiarse presupuestalmente si hubiese recurrido a mecanismos de financiación que han alcanzado gran importancia a nivel mundial, como son las asociaciones público-privadas APP y las herramientas del Project Finance PF -- La información utilizada provino de fuentes secundarias documentales y bibliográficas, las cuales dieron cuenta de los proyectos desarrollados en el periodo 2004-2015, de donde fueron tomados como ejemplo el de Carabobo y el Tranvía de Ayacucho con sus dos líneas complementarias -- Como contribución se propuso una metodología fundamentada en el PF y la constitución de un Banco de Proyectos, que se encargaría de evaluar y analizar los futuros proyectos y buscar los medios de financiación
