This has earned it the recognition of the territories by articulating its strategies and proposals to local realities; however, currently, the supply of academic programs in these areas is limited, and the admission rate is low, although there is an alternative envisioned with the Academic Agreement 597 august 2022, which establishes the minimum standardized score with which the available places are assigned in each program. It is based on the premise that there can be no peace in any territory if the population does not have access to drinking water, if the aquifers are contaminated or if their use is limited by the territorial control of agents other than state institutions and the communities that inhabit them. And this is the reason why, after the signing of the Havana Peace Accords in 2016, water is highlighted as a structuring and articulating element of the projects identified by the communities to guarantee peace in the territory. But, what does it mean to live in peace? This work establishes a second premise: peace construction cannot be separated from territorial planning and management. Living in peace means guaranteeing living conditions that provide health and hospital resources, economic opportunities, food security and a physical environment free of threats. With this approach, the different instruments, plans and projects for which water is an essential element for the development of the region are considered, and emphasis is placed on the initiatives prioritized in Planes de Desarrollo con Enfoque Territorial (PDET), taking as a case study El Tres, Turbo - Antioquia. This document is composed of four chapters that build a knowledge route around water. The first chapter analyzes the role of water as a tool for the implementation of the Peace Agreements, in the framework of the creation of the PDETs. The second chapter delves into the geographical and historical characterization of the study area and details the different management and planning instruments in order to develop a methodological roadmap to address the multiplicity of actions and intentions that converge in the same territory. The third chapter is a synthesis of the different components that make up the network of strategies for water management, from the environmental, social and institutional perspectives. Finally, the fourth chapter examines six enabling projects of small and large scale framed in six strategic lines. This journey takes us to a new beginning where water becomes the enabling element of the different initiatives and projects prioritized by the communities within the framework of the Peace Agreements and the articulating element of the different instruments operating in the territory. The work seeks, among other things, to show that such an essential element as water is not only a resource, but the key to the development of those communities seeking to build a stable and lasting peace.Ítem Alternativas de asociatividad territorial para la subregión del Oriente Antioqueño : análisis de viabilidad frente a la implementación de nuevos esquemas de integración en el Valle de San Nicolás(Universidad EAFIT, 2021) Zuluaga Rivillas, Carlos Andrés; Ramos Villa, María EugeniaThe present paper focuses on analyzing the keys to territorial associativity among the municipalities of the Eastern Antioquia subregion, especially those located in the Altiplano area, or also called the San Nicolás Valley, namely: Rionegro, La Ceja del Tambo, El Retiro, La Unión, El Carmen de Viboral, Guarne, San Vicente Ferrer, Marinilla and El Santuario. Within these keys, an attempt will be made to understand the successes and failures of these integration dynamics, making an analysis of the characteristics of the schemes that today are formed and in which these municipalities are associated. Three new integration alternatives are proposed to can be explored in the subregion; one of them, a scheme that has already been debated without materializing, such as the initiative to create a Metropolitan Area in the Eastern subregion; in addition, this paper proposes the exploration of figures that have not yet been discussed within this scenario, such as the possibility of creating a Planning and Management Region (RPG for its acronym in Spanish), or creating a special regime figure that resembles the newly created Metropolitan Region of Bogotá. On each one, a feasibility analysis will be carried out both from the legal point of view -according with the content of the Colombian legal system- and from the political point of view, since the formation of a Territorial Associative Scheme depends largely of the will of the decision makers.Ítem Alternativas de financiación complementarias para fortalecer el funcionamiento de los Esquemas Asociativos Territoriales -EAT(Universidad EAFIT, 2023) Medina Gaviria, Andrea Fernanda; Ochoa Tobón, Luis Carlos; Ramos Villa, María EugeniaThis work aims to improve the financing of the operation of Territorial Associative Schemes in Colombia, which are associations between territorial entities to promote integration and achieve common development objectives. The focus is centered on looking for expanding existing sources of funding with complementary alternatives from the national government to develop the operational and administrative capacities of the Territorial Associative Schemes. The prospective analysis of public policy is based on three key elements: the relationship between the financial regime of territorial entities and their financial capacity; the relationship between the financial capacity of the Territorial Associative Schemes and their competitiveness and organic strength; and complementary alternatives for financing the functioning of the Territorial Associative Schemes. To this effect, the main antecedents of the mentioned instrument are presented; where its context and essential characteristics are analyzed. Then, the role of young people in public agendas at local, national, and international levels are examined. Successively, the objectives of this research are described. Subsequently, the theoretical framework is developed; It contains two categories of analysis: the process of implementation of public policies and the top-down approach to application. Ultimately, the results obtained from the fieldwork and the theories that guide this research are exhibited, presenting the level of compliance and the purposes achieved by the local government concerning the public policy analyzed.Ítem Análisis del programa presidencial “Caminos Comunitarios de la Paz Total” : diagnóstico, viabilidad e implicaciones(Universidad EAFIT, 2022) Velandia Mosquera, Antonio Wilfer; Vieira Cortés, Juan GuillermoOne of the shortcomings that Colombia presents in its development process, and Antioquia in particular, is that of the tertiary roads (connection system between the rural municipal capitals and the villages), since the percentage of paved kilometers is very low and in optimal conditions. conditions that facilitate integration between the different communities. Within the legal framework and the various instruments or mechanisms that are available at the public policy level for the management and intervention on this type of road, until now, the departmental administration and the municipalities have used, mainly, inter-administrative agreements. However, in July 2022, before taking office, the current president of the country, Gustavo Petro, proposed to grant the Community Action Boards -JAC- powers for contracting in relation to tertiary roads through solidarity agreements. This proposal has already been launched under the “Community Paths for Total Peace” program. That is why this degree work seeks, through a qualitative case study, based on documentary research to collect, examine and systematize basically bibliographic information, and also based on interviews with both public sector personnel responsible for management of these pathways as diverse experts, seeks to analyze and answer the question that arises as to what would be the feasibility, implications and the public policy process necessary to carry it out. According to the answers obtained, contrasted and systematized, the study concludes, mainly, that although the presidents of the Boards and from the official governmental instances see it as legally viable, the mayors, for their part, in general, think that, today, legally, it is not possible due to the legal limitations that the JACs can handle in terms of amount and because of their contracting capacity, which makes it necessary to expand the range of resources to be managed. Politically, in what they consider something in the long term, they affirm that, in addition, a process of strengthening the JACs is required legally, organizationally, administratively and technically, an aspect in which they all agree. This new public policy program involves and commits diverse and disparate political actors, in a transversal manner, with a wide difference between the comprehensive vision, knowledge, degree of training and action in the political sphere, for which it is recommended that When developing it, this new government public policy program considers multiple aspects, so that not only in its conception and institutional design, but also in its execution, there is a coordinated, coherent and cohesive multilevel structure of human, financial, logistical, technical, technological and human.Ítem Breaking the Poverty Trap of Rural Homes. The methodology focuses on the study of a case with a higher level of resource execution than the rest of municipalities of the Department of Antioquia, whence the key factors are traked with emphasis on the local states capacities, based on the inductive method. Researchs show how the municipality that showed a higher leve lof implementation increased the municipal performance measurement indicator, and glimpses other factors that contribute on the level of executions of projects that materialize the initiatives established on the municipal pacts. Implicaciones jurídicas y políticas(Universidad EAFIT, 2023) Acendra Vasco, Maria Camila; Parra Monsalve, Jordy Kevin; Ramos Villa, María EugeniaThe present prospective analysis was focused on analyzing the legal and political implications for Rionegro in case of an eventual adhesion of this municipality to the Metropolitan Area of the Aburrá Valley (AMVA), which as a territorial associative scheme seeks to promote and foster development strategies and solid regional processes from a governance perspective; The aforementioned Metropolitan Area includes the municipalities of Barbosa, Girardota, Copacabana, Bello, Itagüí, Sabaneta, Envigado, La Estrella, Caldas and Medellín as the core municipality. Within this approach, we focused on the advantages and disadvantages of this incorporation for Rionegro.Regarding the debates that have arisen in academic environments about some proposals related with associative schemes that can be created and help to promote the regions of Antioquia, a discussion was raised about the strategies for Rionegro and the municipalities of the Near East of Antioquia state or San Nicolás Valley zone, as it is also called, in order to find out the scheme that best suits them for their development, on the desk, we find the possibility to create a metropolitan area in the Near East, however, this has not happened due to multiple political and planning factors; In particular, this scheme has among its detractors, those people who consider that a metropolitan area in the East with Rionegro as the core municipality would favor Rionegro more than other smaller municipalities; likewise, the possibility of establishing a PAP – Province of Administration and Planning with Rionegro as one of the constituent municipalities has been raised, but this idea has not had much echo to date either, since Rionegro favors more the figure of a metropolitan area. Taking into account the above, the initiative on the adhesion of Rionegro to the already constituted Area of the Aburrá Valley is gaining strength, although at the moment this proposal has not yet formalized. The developed prospective analysis is of the utmost importance, for it provides academic reflections to the discussion in the face of situations that may eventually arise around the object of study, which exposes tools to recognize and eventually propose the use of opportunities and supra-municipal capacities between Rionegro and the municipalities that make up the AMVA; the foregoing, based on the analysis of the political and legal dimensions of this intergovernmental relationship. Hence, addressing the legal and political implications of this integration for Rionegro allows an approach with a future projection and helps to establish if this union benefits this municipality and improves its capacities in relation to those currently established; that is to say, if it is possible that this improves their social, economic, academic, environmental sphere, transport infrastructure and citizen security to name a few. One of these municipalities has been El Carmen de Viboral, a territorial entity that is working on the scheduling and construction of authority and planning instruments that help tourism emerge as the main dynamizer of the local economy. For this, of course, it has been necessary to start from the recognition of a series of limitations that have slowed down this progress, such as, for example, the issue of political wills, the little appropriation of the territory that is evident in the inhabitants and the insufficient implementation of the instruments existing. However, this infrastructure brings with it a territorial management component because it includes municipalities in the north and west of Antioquia, such as: Ituango, Briceño, Toledo, San Andrés de Cuerquia, San José de la Montaña, Valdivia, Yarumal, Peque, Sabanalarga, Buriticá, Liborina, Olaya and Santa Fe de Antioquia. In this context, the territorial entities not only share a reservoir or additional works around Hidroituango, but also have social, economic, cultural and political dynamics, which is why they could consider the possibility of associating to promote regional development. That is why the Land Management Law establishes that "the State shall promote associative processes between territorial entities for the free and voluntary formation of strategic alliances that promote the autonomous and self-sustainable development of the communities" (Law 1454, 2011, art. 9). The specific case of this paper focuses on the analysis of the legal and political feasibility of a Planning and Management Region - RPG, an Association of Municipalities or an Administrative and Planning Province as forms of associativity for the municipalities in the area of influence of Hidroituango. Additionally, the positions of several people in the territories and public institutions are presented regarding the window of opportunity for decision makers to visualize which is the most viable EAT to create in this area.Ítem Evaluación expost bajo la metodología de marco lógico del programa de salud mental del Municipio de Envigado : plan de desarrollo 2016 2019 “Vivir mejor un compromiso con Envigado”(Universidad EAFIT, 2020) Garcia Espinosa, Bibiana; Díez Benjumea, Jhon Miguel; Molina Pérez, SergioThe following research exercise had as general objective: to do an ex-post assessment under the logical framework methodology from the Envigado City Mental Health Program, 2016 – 2019. Being a documentary and comparative research, I started with the official information provided by the city administration. This exercise started from general aspects to specific headlines. The selected indicators are those that relate to efficiency, effectiveness, and relevance, formulating considerations of conceptual and technical order. It was possible to conclude and recommend the importance of creating a specific department that coordinates the activities related to mental health. In the same way, the establishment of a public mental health policy was proposed as urgent, in a way that the initiatives in this regard can’t be delegitimized across time and by changes in government. Finally, a greater strictness concerning the delivery of the results paperwork by the hired operators is proposed. One of the most evident findings was the lack of a baseline, the duplicity in the execution of the actions, the lack of personnel with sufficiency about planning and projects, and the late execution of some activities of the program studied. Even though we did not experience major difficulties meeting the objectives, insufficiency was found in the information previous to 2016. The development of the Master Thesis was shared with an official liaison appointed by the department of local health.Ítem Externalización y falla de implementación de política : el caso del Plan de Ordenamiento Social de la Propiedad Rural en el municipio de Cáceres, Antioquia(Universidad EAFIT, 2023) Gómez Yepes, Raul Hernando; Leyva Botero, SantiagoÍtem Factores de éxito en la asociatividad territorial: análisis de las provincias administrativas y de planificación –PAP-, una mirada comparativa entre la provincia del agua, bosques y turismo y la provincia Cartama(Universidad EAFIT, 2022) Rodríguez Monsalve, Oveida Patricia; Pérez Ramírez, Juan Pablo; Ramos Villa, María EugeniaThe document, “Success factors in territorial associativity in Colombia”, is an academic exercise that aims to identify which have been the legal, geographical, political, socioeconomic and cultural factors that limit or enhance the implementation of territorial associative schemes, in the modality of Administrative and Planning Provinces -PAP-, which arise in the light of the Organic Law of Territorial Planning 1454 of 2011, as a possibility to contribute to the processes of development and equity in the territories; This academic exercise emphasizes the analysis of two provincial schemes already established in Antioquia, through a comparative look at the success factors at each of them and eventually those elements where the result has not been as expected, which have been relevant in their development as provinces and that will be useful to build a guide to achieve their purposes more effectively and with a higher degree of success in the PAPs. For this exercise, the experiences of the Water, Forests and Tourism province in eastern Antioquia and the Cartama province in southwestern Antioquia will be addressed.
