In this order of ideas, the present work outlines a challenging panorama, associated with a portion of land of important proportions, ceded to the municipalities of Támesis and Valparaíso, at the service of the Cartama province; A space that requires general content to offer alternatives for progress due to its strategic location, which is the agro-park, Biosuroeste, which is a place with multiple options to validate ideas, thoughts and dreams that in the public and private institutional scenario, are still scattered in governmental and particular narratives that, in many cases, are disconnected from the socioeconomic dynamics of the Southwest region of the department of Antioquia, making it essential to propose and activate a model of administrative governance of the territory given to the Province so that its harmonious development brings benefits and development for all parties. If there is no model to advance in the governance of the territory, the fears of many who have warned that a heritage of these characteristics, with about 600 hectares, more than a solution for economic development for the region, could become a problem for the municipalities of the sixth category, which do not have the financial, technical or administrative muscle to materialize all possible scenarios, within the framework of their local development plans, which are the current legal tool to invest in their territories. Taking into account the above, this document presents a methodological route that proposes alliances between public and private actors, to give life and above all, sustainability to a geographic space whose conditions are so special for its location, economic and social potential, biodiversity, among other aspects, and that will certainly allow the province of Cartama and the twelve municipalities that comprise it, to have significant progress in development indicators, which may even have transcendence at the departmental and national level.Ítem Discurso planificador y la participación ciudadana : el caso del Plan de Ordenamiento Territorial y Santa Elena(Universidad EAFIT, 2008) Saldarriaga Grisales, Dora Cecilia; Maya Salazar, Adolfo LeónÍtem Los efectos del saneamiento básico en el desarrollo local de las comunidades : un metaanálisis para comprender las realidades de nuestro país y territorios(Universidad EAFIT, 2023) Banguero Moreno, Carlos Alberto; Cantet, María NataliaIs there a correlation between basic sanitation and community development? A general perception is that basic sanitation is related to community development; However, there is still insufficient quantitative information to support this hypothesis and to allow considerations of the true effects of sanitation on the development of communities, so the objective of the work is to determine if there is a direct relationship between basic sanitation and community development, through a quantitative review – meta-analysis at the global level. R² determination coefficients were collected along with scale moderators, population, zone type and control type. After the review of 3003 articles, about 63 data were obtained from 15 sources. Most of them are scientific articles, with the theme occupational environmental public health and the United States being the country with the most publications. Statistical analyses determined that basic sanitation and community development are positively correlated in the world's population centers, indicating that advances or setbacks in sanitation processes such as drinking water, sewerage influence the development of communities. The great variability between studies is mainly explained by the scale (local, regional and local) which means that the level of connection between these two variables may be stronger or weaker if the evaluation changes the spatial scale. On the other hand, to materialize the positive impacts of sanitation in the municipality of Apartadó, a strategy must be generated that allows the updating of the municipal structure that responds to the new dynamics of development. In general, we can affirm that sanitation has a fundamental impact on development, since it generates an impact on environmental, economic and social aspects, and is a political challenge since it depends on the decisions and public policies that are designed in local, regional and national governments and administrations. In order to achieve this, strategies that enhance the social, political, economic, cultural, and environmental dimensions must be employed. It is in this way that National Systems of Agricultural Innovation (NSAI) worldwide propose strategic actions aimed at linking and establishing relationships among the various actors in the value chain, fostering innovative processes, and utilizing technology in agricultural practices, among others, with the purpose of achieving this comprehensive development. In this regard, this thesis aims to answer the question: What strategies close the gaps identified in the National Agricultural Innovation System of the Meta, Tolima, Chocó, and Bolívar departments based on the investigation of primary and secondary sources? These regions have gaps in each of the subsystems that make up the NAIS. To achieve this goal, a form-type instrument was applied to 34 experts to understand their perception of the NAIS. Additionally, 50 research papers or case studies conducted in different parts of the world, one diagnostic document prepared by the NAIS and the Technological Institute of Pereira to identify gaps, and four documents from the United Nations Food and Agriculture Organization and Rural Development Agencies were reviewed. As a result of this process, 55 strategies were formulated to mitigate the identified gaps in the NAIS of the Meta, Tolima, Bolívar, and Chocó departments.Ítem Factores que estarían limitando la implementación de Procompite en las comunidades de Santiago de Huaros y Quilmana del GR de Lima y las comunidades de Pucayacu y Pucuchinche del GR de Huánuco(Universidad EAFIT, 2018) Cervantes Jara, Zhelma María de las Mercedes; García Jesús, Edwin; Vargas Sáenz, Mario EnriqueThe research systematizes the experiences of support for productive competitiveness in four population centers in the departments of Lima and Huánuco. Procompite is an initiative aimed at improving the socio-economic well-being of high poverty areas through the implementation of sustainable businesses that improve the productive chain in the places where they are implemented. The strategic actors involved in the implementation are the regional and local governments, the Economically Organized Associations (AEO), as well as alliances with public or private institutions. The research has determined a set of results that would be limiting the successful implementation of Procompite; thus, in the case of regional and local governments, the lack of processes that integrate the areas responsible for implementation constitutes one of the main factors of its failure. In the associations, the level of articulation of these with the market in which the businesses are implemented is low given that the products and/or services they provide do not have an adequate market study that allows for sustainable business growth; the lack of a policy for monitoring and monitoring the businesses implemented means that most of these are not sustainable, which results in no improvement in the socio-economic well being of the members of the AEOs. The welfare nature that Procompite provides to initiate the business means that associations do not seek to maximize their profitability but simply seek the benefit that comes from the delivery of equipment and services by regional or local governments.Ítem La geodiversidad como herramienta para la planificación territorial y el desarrollo sostenible en la cuenca del rio Risaralda, Colombia(Universidad EAFIT, 2023) Rios Peters, Alejandra; Marín Cerón, María Isabel; Peters Guarín, GracielaProgress in the knowledge and estimation of geodiversity implies developing spatial and cartographic tools that can support, visually and quantitatively, the analysis of the complexity of the abiotic environment. The generation of methodological approaches and variations that allow an integral characterization of this field allows the development of more reliable models with a broad theoretical-practical basis that can be used for territorial planning, sustainable development of society and protection of natural resources. This work equally evidences the necessity of having reliable cartographic inputs, congruent with the reality of the study areas, to geoprocess the information in order to obtain a better classification and reliable representations of the variety of the abiotic environment in a given space. Therefore, this research process seeks to understand the wide diversity that occurs in the Risaralda River basin, from the geoscientific understanding and through the quantification of geodiversity, allowing to provide spatial and cartographic elements for the analysis and discussion of a widely neglected component in territorial planning. Enabling having information and data that could be the basis for prioritizing, directing efforts and resources for the protection and management of diverse landscapes and, unique as the one of the study area of this project.Ítem Gobernanza territorial ante el acceso a servicios ecosistémicos en torno a las hidroeléctricas San Carlos y Calderas en el oriente de Antioquia (1984-2022) : un análisis institucional(Universidad EAFIT, 2024) Ramírez Atehortúa, Fabián Hernando; Polanco López de Mesa, Jorge Andrés; Ocampo Salazar, Carmen AlejandraThe doctoral thesis addresses the complex issue of territorial governance and access to ecosystem services in the context of hydroelectric production, focusing specifically on the San Carlos and Calderas hydroelectric plants in Eastern Antioquia, Colombia. This research is framed within a context of environmental, ecological, and climatic crisis, where public policies, hydroelectric production, and conservation face significant challenges. Territorial governance becomes a crucial point concerning access to ecosystem services, and its analysis becomes essential to understand how organizational, regulatory, and institutional structures interact with local social and economic dynamics. The study is structured into seven chapters, addressing problematization, literature review, theoretical and conceptual positioning, methodological design, results, and contributions of the doctoral thesis. The problematization highlights the importance of understanding how global influence impacts national policies, generating tensions around the management of natural resources such as water. It explores the power asymmetries and conflicts that arise in areas near hydroelectric projects, evidencing how local communities interact with non-human biodiversity and global economic dynamics. The general objective of the research is to understand the constitution of territorial governance concerning access to ecosystem services in the San Carlos and Calderas hydroelectric plants. To achieve this objective, specific objectives are proposed, including describing the institutional, economic, social, and environmental conditions, analyzing the interactions between actors, and explaining the institutional arrangements and organizational modes that mediate the interaction between actors in the territory. The literature review and theoretical and conceptual positioning provide a solid theoretical framework, exploring concepts such as ontology in socio-ecological systems, territorial governance, notions of territory(ies), and ecosystem services. Research gaps are identified, and a methodological approach is established that combines institutional and hermeneutic analysis with an intrinsic and historiographic case study method. The results are divided into three chapters, where the conditions of possibility in territorial governance and access to ecosystem services, the interactions between actors, and the logics of action, as well as the organizational modes of interaction, are analyzed. Tensions and conflicts around watershed management, environmental conservation, and peasant economy in hydrosocial and agroecological territories are highlighted. Finally, the contributions of the doctoral thesis are presented in theoretical, methodological, practical, and administrative aspects. The expanded understanding of territorial governance is emphasized, and existing organizational modes in hydroelectric plants that mediate the interaction between actors for access to ecosystem services are identified. In summary, the thesis provides a comprehensive and detailed vision of territorial governance in the context of hydroelectric production, significantly contributing to the understanding of the challenges and opportunities in the sustainable management of natural resources and ecosystem services.Ítem Impacto social de los negocios del programa En-Campo : aporte a la estimación de su contribución a la competitividad y el bienestar del campo colombiano(Universidad EAFIT, 2023) Gómez Castro, Diana Marcela; Pérez Zabala, Lina Patricia; Echeverri Hernández, SantiagoRural productive businesses in Colombia are organizations with extensive contributions to society that are evidenced in changes related to economic development, job creation, wellbeing for the poorest population, conservation of ecosystems and biodiversity, among others. There is rarely a measurement that provides quantitative information on these contributions, for this reason the present thesis takes up and applies some measurement principles of the methodology of social return on investment -SROI- adapted to a document or tool that is easily applicable by of entrepreneurs or rural productive businesses, which serves as a self-management resource and a first step to incorporate impact measurement into their business model. The exercise takes as its target population the ventures or companies linked in the implementation stage of the En-Campo program, led by Fundación Grupo Bancolombia, because these are organizations that have been strengthened and accompanied for management based on the positive impact on society. An identification process of contributions or benefits was carried out based on research and dialogue with rural companies; a prioritization based on its relevance and affinity with the target organizations; a quantitative estimate of benefits and adaptation to an easily applicable resource. Although the results that the tool or resource will produce are not the precise calculation of the social return on investment, they do generate valuable information regarding the aspects of greatest social contribution and management opportunities.Ítem Impulsando la competitividad territorial a través de la aceleración de emprendimientos con impacto rural : análisis de la contribución del programa En-Campo de Fundación Bancolombia en el Suroeste antioqueño(Universidad EAFIT, 2024) Castrillón Giraldo, Laura; Betancur Torres, Angie Carolina; Salazar Llinás, Luis FelipeThis research examines the contribution and scope of the En-Campo program by the Bancolombia Foundation in the territorial competitiveness of Southwestern Antioquia. Within the context of Shared Value, local development, and particularly territorial competitiveness, the research focuses on how this program contributes to the strengthening of businesses and its influence on the development of better economic and social conditions for their communities through the generation of Shared Value. The main objective is to determine how the businesses participating in the En-Campo program have contributed to improving territorial competitiveness through their direct impact on the communities related to their business. To achieve this, a qualitative-descriptive approach is adopted, utilizing semi-structured interviews to gather the businesses' perceptions and secondary data analysis. The findings show that the businesses participating in the En-Campo program have positively contributed to enhancing territorial competitiveness by strengthening and implementing strategies that improve productivity, diversification of activities, and living conditions of rural communities across social, environmental, economic, and institutional dimensions. In conclusion, the study highlights the diversity of actions implemented by businesses to improve the sector's conditions and their communities, emphasizing the relevance of the En-Campo program in generating Shared Value and territorial competitiveness in Southwestern Antioquia.Ítem Innovación para el monitoreo y seguimiento estratégico de los planes de desarrollo municipales(Universidad EAFIT, 2023) Vásquez Hincapié, Juan Martín; Ramos Villa, María EugeniaSUMMARY One of the main challenges that the municipalities face today in Colombia, is the consolidation of administrative and strategic processes that should help ensure excellent public management. To achieve this, it is necessary to implement comprehensive actions for monitoring, tracking, and evaluation in administrative, fiscal, and operational variables, as well as in planning instruments. However, this goal is hindered by a shortage of financial resources and technological equipment, as well as a lack of trained professionals to conduct real-time and short-term monitoring, tracking, and evaluation of Development Plans, the primary instrument for realizing public management. Furthermore, the limited support from the National Planning Department (DNP) complicates the structuring and compliance of a local methodological route that enables reliable and timely decision-making since, although tools such as the Territorial Planning Kit (https://portalterritorial.dnp.gov.co/kpt/) exist to facilitate the formulation and monitoring of the Development Plan, they are not in real-time, and therefore decisions are not always timely or the most accurate. In this context, this document proposes the use of a data analysis tool (Power BI) to enhance the strategic monitoring, tracking, and evaluation of the Development Plan in territorial entities, with the premise that it facilitates the process and allows the analysis of results in a short period, ensuring that the decisions derived from the analysis are relevant and, above all, timely. This approach aims to address the problems associated with insufficient and untimely measurement of various indicators related to development plans, such as Outcome and Output indicators. With this proposal, the aim is to strengthen municipalities' capacity to implement sustainable development and improve the quality of life for their residents.
