    Del discurso descentralizador a la práctica centralista : efectos del centralismo en la institucionalidad local de Andes e Hispania

    This research paper analyzes how political, administrative, and fiscal centralism has affected institutional performance and the quality of democracy in the municipalities of Andes and Hispania, located in the southwestern subregion of Antioquia. Based on a review of the literature and a comparison of institutional and fiscal indicators, it seeks to understand how the centralist structures of the Colombian state have deepened territorial gaps in local public management. Historically, centralism in Colombia was consolidated as a result of a state formation process that concentrated political, administrative, and financial decisions at the national level, limiting territorial autonomy. Although the 1991 Constitution established a decentralized model, its implementation has revealed a permanent tension between centralization and decentralization, which has led to unequal institutional capacities among municipalities. The analysis is based on the theoretical contributions of Mauricio García Villegas, who argues that institutional disparities arise from the weakness of the state in the regions, and complements this perspective with Charles Tilly's reflections on state formation and territorial inequalities, as well as Julián López Murcia's contemporary debates on recentralization processes. Methodologically, a documentary and comparative review is carried out based on data from the Institutional and Fiscal Performance Index (DNP), reports from the Decentralization Mission, and official sources such as DANE, the General Participation System (SGP), and the General Royalties System (SGR). The study adopts an analytical-descriptive approach that allows us to identify how financial dependence and limited fiscal autonomy affect management capacity, participatory planning, and local democratic governance. It is based on the hypothesis that centralism has deepened the institutional performance gaps between the Andes and Hispania, reproducing a pattern of inequality that restricts the effective exercise of local autonomy. The findings aim to contribute to the understanding of centralism as a structural phenomenon of the Colombian State and to offer inputs for institutional strengthening and territorial equity within the framework of public decentralization policy.
