Ítem Alternativas de asociatividad territorial para la subregión del Oriente Antioqueño : análisis de viabilidad frente a la implementación de nuevos esquemas de integración en el Valle de San Nicolás(Universidad EAFIT, 2021) Zuluaga Rivillas, Carlos Andrés; Ramos Villa, María EugeniaThe present paper focuses on analyzing the keys to territorial associativity among the municipalities of the Eastern Antioquia subregion, especially those located in the Altiplano area, or also called the San Nicolás Valley, namely: Rionegro, La Ceja del Tambo, El Retiro, La Unión, El Carmen de Viboral, Guarne, San Vicente Ferrer, Marinilla and El Santuario. Within these keys, an attempt will be made to understand the successes and failures of these integration dynamics, making an analysis of the characteristics of the schemes that today are formed and in which these municipalities are associated. Three new integration alternatives are proposed to can be explored in the subregion; one of them, a scheme that has already been debated without materializing, such as the initiative to create a Metropolitan Area in the Eastern subregion; in addition, this paper proposes the exploration of figures that have not yet been discussed within this scenario, such as the possibility of creating a Planning and Management Region (RPG for its acronym in Spanish), or creating a special regime figure that resembles the newly created Metropolitan Region of Bogotá. On each one, a feasibility analysis will be carried out both from the legal point of view -according with the content of the Colombian legal system- and from the political point of view, since the formation of a Territorial Associative Scheme depends largely of the will of the decision makers.Ítem Análisis de viabilidad y la conveniencia de la selección e implementación de un Esquema Asociativo Territorial tipo Área metropolitana o provincia para la zona central del Urabá antioqueño(Universidad EAFIT, 2018) Barzola Escobar, Mauricio Andrés; Mena Mena, Edison Mauricio; Zabala Castro, Juan Fernando; Ramos Villa, María EugeniaThe banana area of Urabá Antioqueño, made up by the municipalities of Apartadó, Carepa, Chigorodó and Turbo District, has a strategic geopolitical position, which has been described as the best corner of America -- These municipalities are characterized by being geographically concentrated, socially and economically dynamic, and have an accelerated population growth, in part, thanks to a thriving agro-industry oriented to the exportation of bananas to the European and the United States markets -- In Colombia, by constitutional provision and with the issuance of the Territorial Ordinance Law (Law 1454 of 2011) the range of possibilities was opened oriented to the creation of territorial associative schemes -- This article analyzes the feasibility and convenience of the selection and implementation of an associative model such as a Metropolitan Area or Province in the banana area of the Urabá region with the expectation of facing the new challenges of organization, development and regional planning -- Among the results of this article is that, due to an apparent lack of political decision of the actors involved and the lack of legal security that the creation of Administrative and Planning Provinces in the Department of Antioquia may have, and considerating the similarity of the objects and functions that can be developed by using any of the two schemes for the banana area of Urabá, the creation and implementation of a Metropolitan Area is the final recommendation of this paperÍtem Retos, oportunidades y aprendizajes de las asociaciones de municipios en el marco del Sistema de la Asociatividad Territorial en Colombia(Universidad EAFIT, 2022) Paba Torrado, Karol Tatiana; Ramos Villa, María Eugenia
