    Implicaciones para el municipio de Ciénaga de Oro en materia de seguridad y convivencia ciudadana en caso de adherirse a la posible área metropolitana de la ciudad de Montería

    In this document we will analyze whether it is favorable or unfavorable for the municipality of Ciénaga de Oro to belong to the possible metropolitan area of Montería, after an agreement was ratified between the mayors of Montería, Cereté, Ciénaga de Oro, San Carlos, San Pelayo and Moñito, at the beginning of 2024. We have shown that there is an increase in the commission of crimes in the Municipality of Ciénaga de Oro, causing serious effects on security and citizen coexistence. This analysis is supported by the collection of qualitative and quantitative data along with a detailed evaluation of institutional and community capacities. In addition, a SWOT matrix will be presented that will help visualize the strengths, weaknesses, opportunities and threats of this process, providing a solid basis for informed and objective decision making. In summary, joining a metropolitan area can improve resource efficiency for security and social cohesion, strengthen coordination between agencies, and promote social cohesion through solid institutional support. However, the recommendation for Ciénaga de Oro is that the decision to join the metropolitan area of Montería in case it is created, should primarily consider administrative aspects, land-use planning, transportation, and public service provision, rather than just focusing on security. If these factors prove to be beneficial, improved security would be a positive added value. As indicated by the Police Commander of Ciénaga de Oro, integration could strengthen security, provided that it is strategically planned to meet local needs.
