    Territorios del agua : estrategias comunitarias para el fortalecimiento del acceso a agua potable en el marco de la seguridad hídrica rural. Salsipuedes, Apartadó

    This research aimed to design, through a participatory process, community-based management strategies for drinking water oriented toward strengthening water security associated with access to the service in the population center of the Salsipuedes village, in the municipality of Apartadó. The study population consisted of community residents and institutional stakeholders involved in the management of the drinking water service in the territory, including the Community Action Board, the Mayor’s Office of Apartadó, Aguas Regionales EPM, Empresas Públicas de Apartadó, and CORPOURABA. The study was conducted under a qualitative case-study approach, incorporating participatory tools for territorial understanding of the problem and the formulation of proposals. The research focused on diagnostic, analysis, and collective strategy-building phases aimed at understanding access to drinking water from social, institutional, and territorial dimensions. Data collection employed techniques such as semi-structured interviews, participatory workshops, participant observation, and social cartography. The findings indicate that water insecurity in Salsipuedes is primarily driven by institutional and territorial management factors rather than by the physical availability of the resource. The lack of formal infrastructure and the fragmentation of institutional arrangements limit service provision, despite the existence of community capacities for self-management and cooperation that represent untapped potential not integrated into official water governance frameworks. As an outcome of the participatory process, a prioritized portfolio of community strategies was formulated, organized around three axes: (i) organizational strengthening and institutional coordination, (ii) water education and culture, and (iii) basic environmental management associated with the protection of supply sources. These strategies are structured as inputs for a community-based drinking water management model adapted to the rural context of Salsipuedes. It is concluded that strengthening local governance, community participation, and interinstitutional coordination are key elements for advancing toward greater water security in rural contexts, complementing the technical and infrastructure solutions required for the sustainable provision of the service.
