    Work with grassroots communities at the local level is the starting point for actions aligned with the needs, potentialities, and internal realities of communities, as well as the basis for the construction of a shared vision for the future. This process cannot be seen in isolation from interaction with the environment, for which reason it is necessary to promote engagement and trust building with the State, the business world, and society, in order to join efforts aimed at improving the quality of life of the population, local development, and social cohesion.
